This will involve managing and maintaining GFEBS and FMS database and all associated processes to ensure all Preventive Maintenance (PM) and Demand Maintenance (DM) maintenance is being captured, tracked, maintained, and reported accurately and completely for all equipment and buildings & structures. The contractor shall provide administration and expertise for meetings, presentations, and briefings. The contractor shall demonstrate knowledge and understanding of DPW processes to minimize the Government’s burden for extensive coordination and technical discussions. The contractor shall demonstrate an efficient and effective process/method to collect and to interpret data from various sources and organizations to complete the requirements entirely independent of the Government and other Government contractors. The contractor shall be required to manage GFEBS and FMS and any related processes in accordance with all U.S. Army regulations, standards, and guidelines. The contractor shall provide all personnel and supervision necessary to perform services as defined in this PWS except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
Background. Aberdeen Proving Ground (APG) is in Maryland and is spread-out in four locations to include APG North, APG South, Adelphi Laboratory Center, and Blossom Point and consists of approximately 75,580 acres and 1,702 buildings. The workforce has more than 23,000 military, civilian and contactor employees who are responsible for numerous technical achievements in military intelligence, medical research, engineering, and computer technology.
There are approximately 2,000 resident family members. APG - Directorate of Public Works (DPW) operates and maintains facilities, structures, utilities, roads, land, and all of the related equipment located on APG. DPW currently has inventoried approximately 4,445 facilities, structures, utilities, and land, identified by over 30,000 separate locations with over 65,000 pieces of equipment. DPW provides the following programs and services: facility operations and maintenance, design, construction, utility and energy conservation, recycling; solid waste management, custodial services, landscaping, and environmental, safety and occupational health.
DPW serves over 80 Garrison Supported Organizations (GSO) and over 16 million square feet of space.
Objectives. The contractor shall provide Preventive and Demand Maintenance Work Order Management Services for Aberdeen Proving Ground (APG) Directorate of Public Works (DPW).
This must be accomplished while maintaining required data standards, integrity, and compatibility across the organization.
The objective of this contract is to provide support to meet the functional requirements of DPW and their customers. This must be accomplished while meeting guidelines set forth in Army’s Policies and Guidelines (IMCOM’s Facility Preventive Maintenance Guide).
DJU1620000169 Page 11 of 74
OPORD 16-031: IMCOM Facility Preventive Maintenance Guide (FPMG):
Para 1-2, It is IMCOM’s policy to manage, record, execute and track maintenance activities through the General Fund Enterprise Business System (GFEBS).
Para 2-3-3, It is essential that contracted maintenance activities be monitored utilizing the same systems as Government maintained systems.
Para 4-1, The Maintenance Management of IMCOM Facilities and Infrastructure is required by IE&E Funding Guidance and Army Regulations. It is mandatory for IMCOM Garrisons to establish a Facilities and Infrastructure Maintenance Program, which is managed, recorded, executed, and tracked in GFEBS.
Para 4-5, Facility Maintenance performance will be monitored utilizing approved enterprise software systems such as ISR Services, GFEBS and in the future Sustainment Management Systems (SMS) such as BUILDER, RAILER, and PAVER.
This contract will ensure the continued development of a process for validation, collection, and tagging of asset data required by IMCOM to maintain efficient operations at USAGAPG. DPW presently uses GFEBS and FMS applications to manage all asset, work order and inventory related to PM and DM work.
Preventive and Demand Maintenance tracking requires the development of processes to receive data from external sources, validate the data against internal DPW standards and requirements, and integrate them with the existing asset data in DPW’s enterprise application for efficient and effective asset management. This is critical to ensure a smooth transition of building operations and maintenance from contractors to DPW in the event these contracts expire and DPW assumes the maintenance and service responsibilities for these assets.
The scope of Data Management as described below is further reaching in the development of preventive maintenance, life cycle analysis, POM budget projections, automated service and work orders associated with customer service agreements, and the over-all mandate of property accountability and installation sustainability of operations. Asset, Work Order, and Inventory management is an integral part of the process for tracking, managing, and reporting service orders, preventive maintenance work orders, warranty periods, and maintenance scheduling. Continued support of this data collection model provides the necessary coordination for all DPW stakeholders while accelerating the capability to receive facility data without loss of integrity through conversion inconsistency.
The Contractor shall compile historical data, prepare required reports, and submit all information as specified by the Deliverables presented in the contract. The Contractor shall ensure all work in support of mission requirements tendered to the Government for acceptance conform to the measurable performance standards of quality, timeliness, and quantity specified in the PWS of this contract.
The intent is to establish work requirements that are performance-based and results-oriented. The Contractor shall determine the best and most cost-effective ways to fulfill asset, work order and inventory management services and their component needs, emphasizing innovation and commercial best practices.
