About this file
This document appears to be a set of Requests for Information (RFI) responses related to the IB3a Helium Recovery Project at Fermi National Accelerator Laboratory (FNAL). The key details are:
The project involves installing a new helium recovery piping system to recover helium from Industrial Building 3 Addition (IB3a) and send it to the Industrial Building 1 Addition (IB1a) purifier compressor suction. The RFI responses provide information on fall protection requirements, roof elevations, access methods, material staging locations, and safety requirements for the sub-contractor. The sub-contractor is responsible for providing fall protection equipment, hoisting materials to the roofs, and developing a Work Plan and Hazard Analysis for FNAL review. There is no firm completion date, but the work is desired to be finished before winter. FNAL will install wall-mounted pipe supports, but the sub-contractor is responsible for cranes and hoisting. Overall, this RFI provides clarification on the roles, responsibilities, and safety requirements for the sub-contractor on this helium recovery project at FNAL.

Questions Answer
| Who will flag buildings for fall protection? | The Sub-contractor is responsible for supplying, installing and maintaining barriers and fall protection. Anyone working within 15' from the edge of the roof will be required to wear a harness and a lanyard system that provides "Fall Restraint". The fall restraint system will be set up to stop the worker just short of reaching the edge of the roof and therefore prevent the possibility of them falling. The Sub-contractor shall install cones, pendant tape or something similar to mark the 15' line so that the workers have a visible reference of the safety zone. There are no tie off points on the majority of the IBC roofs. Only IB3A & ICB-A have them built in. Contractor will need to use a portable unit like a "TriRex Raptor". APS-TD has one that they might be able to loan to the sub-contractor, as long as it's not in use for other projects. |
| What are roof elevations? See drawings issued in Amendment 02 on August 06, 2024. | The approximate heights of the buildings: IB3a+IB3 ~321 in, ICBA ~ 528 in, ICB ~480 in, Midway - ~183 in. See also drawings issued in Amendment 02 on August 06, 2024. |
| Is there a set start and completion date for the project? | The start date will be provided by Seth Mercil once the PO is placed and materials staged. There is no firm completion date, but it desired to have the work complete before winter when the weather is likely to cause interruptions to work and create unpleasant working conditions for personnel. |
| How can rooftops be accessed? Acceptable to use boom lift for people and tools? Any available ladders or stairways in building to make roof access? | It is acceptable to use boom lift for personnel and tools provided that the Hazard Analysis has been approved and all training/PPE requirements are satisfied. Boom lift is the preferred way but roof hatch access can be used for personnel and bringing up small items. |
| Where will the necessary FNAL supplied materials be staged? | There will be one or more staging areas the industrial building parking lots for piping materials and equipment, but the exact location(s) have not been finalized. |
| Please Provide FNAL safety requirements for working on the roofs. | See ED0033426 §6.4 for the full set of safety requirements. Two of the most important aspects are that the subcontractor provides a Work Plan and Hazard Analysis that is reviewed by FRA and that fall protection training and PPE is provided to all subcontractor employees. Sub-contractor is responsible for providing training and PPE. HA shall include "Fall Recovery Plan" as one of the line items. This will explain how to recover a worker if they have fallen and are hanging by the harness. If they fall out of the lift, you can use the ground controls to lower them to the ground. If you use fall restraint system on the roof, then there is no need to have a fall recovery plan for someone falling off the roof because the PPE will prevent that from happening. |
| What about vertical pipe supports, are we attaching to the building. | See ED0033426 §9.1.1. FRA will install wall mounted supports |
| Who is hoisting the material to the roof, FNAL or the contractor? | Subcontractor. Cranes are the responsibility of the subcontractor per ED0033426 Table 6-1. |
| Is there any scheduled completion date or number of days to complete this work. | There is no firm completion date, but it desired to have the work complete before winter when the weather is likely to cause interruptions to work. |
| Who is responsible for flagging the roof perimeter? | The sub-contractor. |
| Are we able to use Fermi Site Crane to set the piping onto the roof? | No. Cranes are the responsibility of the subcontractor per ED0033426 Table 6-1. |
