About this file
This document is a Request for Information (RFI) from the Internal Revenue Service (IRS) regarding the Customer Integration Gateway (CIG), which will replace the Integrated Enterprise Portal (IEP). The IRS is seeking industry input to help formulate the acquisition approach for the CIG contract, which is planned to be awarded via GSA Federal Supply Schedules under NAICS code 541512.
The RFI outlines the current state of the IEP, which provides digital gateway and platform services connecting taxpayers, third parties, tax practitioners, and IRS employees to various IRS business applications. The IRS is transitioning from a single managed service provider model to a "multi-provider under IRS control" model for the CIG. The RFI solicits company information, proposed contracting and pricing approaches, capabilities related to the CIG service areas, and recommendations for a multi-award approach, performance standards, and incentives. The IRS is providing relevant background documents, including a diagram illustrating the CIG transition phase. Responses to this RFI are due by 8:00 PM Eastern Time on 8/23/2024.

Customer Integration Gateway (CIG)* Vision and Future State DRAFT: Pre-Decisional and for Discussion Only
*Formerly Integrated Enterprise Portal (IEP) August 2024
Acquisition Sensitive
Purpose and Vision Purpose: Provide a future vision and target/transition state.
Vision: Provide an IRS-controlled and managed Customer Integration Gateway (community cloud) that allows for Government staff as well as multiple vendors to operate, sustain, and transform the following areas:
The existing contractor-controlled on-premises user portals and data centers The existing contractor-controlled cloud user portals, applications, and gateways The existing contractor-controlled foundational cloud services (i.e., cybersecurity, networking, operations, architecture, engineering) Provide seamless integration into government-owned community clouds (T-Cloud) and existing IRS- owned data centers to support new IaaS, PaaS requirements.
Outcome: In a time when IRS needs to deliver increasingly more complex solutions to taxpayers more quickly, IRS needs to take control of its infrastructure and provide more agile solution delivery options to development teams. Customer Integrated Gateway will increase control and centralize management of application hosting infrastructure, enabling development teams to test and deploy new capabilities to accelerate business value accordingly.

KP – Rework it to illustrate that we are not migrating anything to TCLOUD. Focus on integration between the two environments. Focus on integration and less on migration.
