About this file
This document is a Request for Information (RFI) for the Internal Revenue Service's (IRS) Customer Integration Gateway (CIG) contract opportunity. The CIG is intended to replace the current Integrated Enterprise Portal (IEP) and provide a digital gateway for taxpayers, third parties, tax practitioners, and IRS employees to access IRS business services.
The IRS is seeking input from industry on its planned acquisition approach for the CIG contract, which is expected to be awarded as multiple Blanket Purchase Agreements (BPAs) under the GSA's Federal Supply Schedules. The RFI outlines the IRS's objectives for the future state of the CIG, including transitioning from a single managed service provider to a multi-provider model under IRS control. The IRS is considering breaking up the CIG work into three areas: 1) providing secure external gateway functionality and hosting for non-cloud ready applications, 2) hosting for workloads in the IRS-controlled cloud, and 3) cloud professional services for workloads hosted in other cloud environments. Industry is asked to provide feedback on this potential multi-award approach, associated performance risks and mitigations, and recommendations for performance standards and incentives. Responses to the RFI are due by 7:00 PM Eastern on 8/23/2024.

| CIG RFI Questions | |||||
| Dated 8/19/2024 | |||||
| # | Question | Reference | Additional Reference | Answer | |
| 1 | In the Future State Transition Phase - Customer Integration Gateway (CIG) the Graphic shows at the top middle CIG (IRS) Private Data Centers. Are these data centers the current IRS Data centers (Memphis/Martinsburg) or are they MSP provided data centers? If they are IRS Data Centers, what are the locations? Also if they are IRS Data Centers, is the Hardware/Software/Network provided by the IRS or by the MSP? | CIG Transition Phase - RFI Diagram | Graphic | These are the MSP provided data centers for non-cloud ready external facing applications | |
| 2 | Given Industry Day is only three days before the RFI is due, will the government please extend the response time by two weeks? | N/A | No | ||
| 3 | Can the government clarify the relationship between Table 4 Service Areas in the PWS on page 10 and Page 5 in the RFI document that explains the proposed breaking up of the CIG work? Is the intent that all six Contract Service Areas will be performed across each of the three potential CIG Work Areas in the RFI (On-prem, IRS controlled cloud, other cloud landing zones)? | PWS page 10 and RFI document page 5 | Table | No, each Task Order will have a subset of the CIG service areas as required to deliver the scope and objectives of each task order. | |
| 4 | In the Future State Transition Phase - Customer Integration Gateway (CIG) the Graphic shows integration with IAM and API Gateway but there does not appear to be any reference to that scope of work in the PWS? Can the IRS clarify? | CIG Transition Phase - RFI Diagram | Graphic | The scope of work for API Gateway and IAM integration are included in Application Hosting requirements (e.g.: application hosting environment dependencies) as well as the Service Security requirements. | |
| 5 | The work areas listed in the RFI are: | ||||
| i. | Providing secure external gateway functionality for all CIG workloads and hosting for non-cloud ready applications | ||||
| ii. | Providing hosting for workloads in IRS-controlled cloud | ||||
| iii. | Providing cloud professional services for workloads hosted in other cloud landing zones (e.g., T-Cloud). Question - Does the IRS intend to award 100% of the scope for a specific "work area" (i,ii,iii) to a single vendor? For example vendor X would provide 100% hosting services for workloads in the IRS controlled cloud. (work area ii)? | RFI | Page 5 | Yes, but there maybe future call orders issued to meet evolving IRS hosting requirements in addition to these areas. | |
| 6 | In the RFI under multiple award approach, can a BPA holder win more than one work area (i, ii, iii)? | RFI | Page 5 | Yes | |
| 7 | Referencing the diagram "Future State Transition Phase" Legend in the bottom right corner, can the IRS be more specific about the list of applications by name that will be migrated to the cloud? Which of these applications are critical and will therefore be migrated after tax season? | Future State Transition Phase -Customer Integration Gateway (CIG) | Any migrations that occur will be done either before or after tax seasons. We don't want any migrations done during tax seasons to prevent disruptions. All applications are listed in the Current State Document. Each application owner has their own plan on when/if they will migrate to the cloud. Priority for modernization and modernization acquisition strategy will be specified by each application portfolio PM as separate projects. | ||
| 8 | In order to accurately solution and price the non-cloud hosted application environment, can the government please provide a detailed inventory and configuration for all hardware and software in scope for Work Area i: "Providing secure external gateway functionality for all CIG workloads and hosting for non-cloud ready applications"? This would include a logical and physical diagram, complete bill of material for sizing, and capacity. | Current State of IEP System and Services | The current state document and appendencies will provide historical traffic load information for different workloads. Additionally it will include an inventory of hosted application and their hosting attributes/dependencies. | ||
| 9 | Would the IRS please describe its plan to migrate the non-cloud ready applications? | PWS | Guidance has been provided to the PMs of non-cloud ready applications to modernize and get their applications cloud-ready. Each PM has their own plan. Priority for modernization and modernization acquisition strategy will be specified by each application portfolio PM as separate projects. |
