About this file

This is an Invitation for Bid (IFB) form submitted to the State of Illinois, specifically for the Illinois State Board of Education (ISBE) procurement of locally sourced ground beef for distribution to Illinois schools. The solicitation seeks ground beef products with a total contract value not to exceed $3 million. The document serves as the formal bid submission form that bidders must complete and return in accordance with the solicitation requirements outlined in section A.1 of the solicitation document. Bidders are required to submit all necessary documentation and meet all specified requirements to avoid disqualification.

The IFB form addresses several key bidding considerations, including provisions for Illinois Business Preferences and Domestic Product Preferences, which vendors may claim by completing required affidavits or marking applicable line items accordingly. Bidders may take exceptions to the Standard Terms and Conditions by submitting a redline version of those terms with their offer, subject to State acceptance or rejection. The form requires authorized representatives to certify their bid submission and compliance with all solicitation requirements. The Standard Terms and Conditions referenced in the solicitation are available through the Illinois Procurement Office website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html. All bids must be submitted in accordance with the procedures and deadlines established in the formal solicitation document.
