About this file

This is a Price Submission Form and Selection Process document for the Illinois State Board of Education's Invitation for Bid to procure locally sourced ground beef for distribution to Illinois schools. The solicitation seeks ground beef products with a total contract value not to exceed $3 million. Bidders must submit their price per pound, the total number of pounds they can provide, and their total bid price. All deliveries must be completed no later than June 15, 2026. Bidders are required to provide estimated delivery dates and quantities for each delivery, with the total estimated pounds across all delivery dates matching their stated total capacity.

Award determination is based on a ranked competitive process, with bids ranked from lowest to highest price per pound. The awarding agency will select bidders starting with the lowest-priced offer and proceeding down the ranked list until the cumulative bid total reaches or approaches the $3 million contract maximum. This selection methodology may result in full awards to some vendors, partial awards to others, and non-awards to remaining bidders. The example provided demonstrates that vendors with competitive per-pound pricing are selected sequentially, with the final selected vendor potentially receiving a partial award if their full bid quantity would exceed the contract maximum. All bidders must complete and submit the Price Quote Form with their bid packets to be considered for award.

Price Submission Form & Selection Process for the Award of the Contract
All complete bids that are responsive and responsible will be placed on an Excel document with the following information: Name of Bidder, Price Per Pound, Total Amount of Pounds, & Total Price of Bid for each bidder. Then each bid will be ranked by lowest price per pound to highest price per pound. The awarding agency will then start at the top of the list (lowest price per pound) and award down the list until the Total Price of the Bids reaches or is close to the total amount of this contract. A vendor or multiple vendors may receive a full award, a vendor may receive a partial award, and a vendor or multiple vendors may not receive an award. Please see example below.

The total price of the contract is set to not exceed $3 million, which is indicated by the red line. Based on the maximum amount of the contract and ranking the bidders by the lowest per pound price, this contract could be awarded to ABC Farms, DEF Distributing, GHI LLC, JKL Family Farm, MNO Processing, & PQR Coop.
Vendor PQR Coop could be awarded a partial award because the full award would go over the maximum for the total contract. Therefore, this vendor would get a partial award to bring the running total under $3 million. For example, they may get an award for 100,000 pounds instead of the full 150,000 pounds they bid.
