About this file
This is an Insurance Checklist document prepared by the West Sacramento Area Flood Control Agency (WSAFCA) for the Facilitation Services for the Sacramento Deep Water Ship Channel Charrette procurement. The checklist outlines the mandatory insurance requirements that proposers must obtain and maintain throughout the contract term. WSAFCA is soliciting expert facilitation services to support a two-phase design charrette addressing flood risk management for the Sacramento Deep Water Ship Channel, with proposals due July 31, 2026 at 3:30 PM via WSAFCA's e-Procurement Portal under RFP #26-067-RFP. Phase 1 deliverables include discovery and alignment activities to clarify the flood-related problem statement, identify constraints and risks, and generate initial solution concepts, while Phase 2 refines these concepts through scenario analysis, tradeoff evaluation, and consensus-building to produce decision-ready materials for executive leadership. The facilitator must physically attend all planning and coordination meetings in West Sacramento or Downtown Sacramento, with hybrid Microsoft Teams options available. A non-mandatory pre-proposal meeting is scheduled for July 20, 2026 at 1:00 PM, with questions due July 22, 2026 at 3:30 PM and responses provided July 23, 2026 at 3:30 PM. The contract term is one year commencing in 2026 with an option for one additional year extension subject to Board approval and budget constraints.
Proposers must maintain Commercial General Liability insurance with a minimum of $1,000,000 per occurrence, Commercial Automobile Insurance with a minimum of $1,000,000 per accident, and Professional Liability Insurance with a minimum of $1,000,000 per claim for five years post-contract. All insurance requirements must be met and documented prior to contract execution, or the proposal will be rejected. Pricing must be submitted as line-item proposals for Phase 1 and Phase 2 separately, plus optional hourly rates for additional facilitator and facilitator assistant services, with all costs being all-inclusive with no additional charges except for services explicitly requested by WSAFCA. The successful proposer will be determined by highest combined score based on evaluation criteria of project understanding (16.7%), proposer qualifications and experience (33.3%), cost proposal (33.3%), and acceptance of WSAFCA's standard contract terms (16.7%), rather than lowest cost alone. The contract is subject to California prevailing wage requirements under Labor Code sections 1720 and 1771, Davis-Bacon Act compliance, and federal boilerplate provisions applicable to FEMA-funded awards, with all work products becoming exclusive property of WSAFCA.
