RFP #26-067-RFP: Facilitation Services for the Sacramento Deep Water Ship Channel Charrette
This is a Request for Proposals (RFP) issued by the West Sacramento Area Flood Control Agency (WSAFCA) for expert facilitation services supporting a two-phase design charrette addressing flood risk management solutions for the Sacramento Deep Water Ship Channel. The facilitator will lead discovery and alignment activities in Phase 1 to clarify flood-related problem statements, identify constraints and risks, and generate initial solution concepts; Phase 2 will refine these concepts through scenario analysis, trade-off evaluation, and consensus-building to produce a decision-ready package for executive leadership. The contract will commence in 2026 for a one-year term with an option for one additional year extension subject to Board approval and budget constraints. A non-mandatory pre-proposal meeting is scheduled for July 20, 2026 at 1:00 PM via Microsoft Teams. Questions must be submitted by July 22, 2026 at 3:30 PM, with responses provided July 23, 2026 at 3:30 PM. Proposals are due July 31, 2026 at 3:30 PM via WSAFCA's e-Procurement Portal. The facilitator must physically attend all planning and coordination meetings in West Sacramento or Downtown Sacramento with hybrid Microsoft Teams options available for all meetings.
Proposers must submit pricing as separate line-item proposals for Phase 1 and Phase 2, plus optional hourly rates for additional facilitator and facilitator assistant services; all costs are all-inclusive with no additional charges except for services explicitly requested by WSAFCA. Proposers must demonstrate a minimum of five years of experience providing facilitation services to public agencies in California and provide five references from work completed within the last three years. Mandatory requirements include California business registration, completed W-9 form, and SAM.GOV debarment certification. Insurance requirements—Commercial General Liability ($1,000,000 per occurrence minimum), Commercial Automobile Insurance ($1,000,000 per accident minimum), and Professional Liability Insurance ($1,000,000 per claim for five years post-contract)—must be met prior to contract execution or the proposal will be rejected. Evaluation criteria consist of project understanding (16.7%), proposer qualifications and experience (33.3%), cost proposal (33.3%), and acceptance of WSAFCA's standard contract terms (16.7%). The successful proposer is determined by highest combined score, not lowest cost alone. All work products become exclusive property of WSAFCA. The contract is subject to California prevailing wage requirements under Labor Code sections 1720 and 1771, Davis-Bacon Act compliance, and applicable federal boilerplate provisions for FEMA-funded awards.

1. Introduction
1.1. Summary
STATEMENT OF PURPOSE
The Sacramento Deep Water Ship Channel faces ongoing flood-risk management challenges driven by inadequate levee infrastructure, evolving hydraulic conditions, and the need to balance navigation, ecosystem, and operational constraints. To support informed leadership decisions on future solutions, a two-phase expert design charrette will be facilitated to guide structured collaboration and synthesis. In
Phase 1, the facilitator will lead discovery and alignment activities to clarify the flood-related problem statement, identify constraints and risks, and generate initial solution concepts. Phase 2 will refine these concepts through deeper scenario analysis, trade-off evaluation, and consensus-building, resulting in a decision-ready package for executive leadership. Throughout both phases, the facilitator will manage the process, coordinate with project leads and SMEs, and produce clear, actionable deliverables to support the evaluation of alternatives for flood-risk reduction and system improvement.

1.2. Background
West Sacramento is a vibrant riverfront community centrally located in Northern California. West
Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. West Sacramento has a Council/Manager form of government. Citizens elect four City Council Members by district (as of the November, 2022 election) who serve four year terms and directly elect the mayor who serves a four-year term. The City is full-service with nine (9) departments and nearly 500 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. In addition, the City maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency.

Two-Phase Expert Design Charrette Supporting Executive Leadership Decision-Making
Purpose of the Engagement
The Contractor will provide a qualified facilitator to plan, lead, and document a two-phase design charrette for flood management solutions for the Sacramento Deep Water Ship Channel (DWSC). 5.4. Right of Rejection
A. WSAFCA reserves the right, at its sole discretion, to reject any and all Proposals, no matter their level of responsiveness, or to cancel this RFP in its entirety.
B. A Proposer must comply with all of the terms and instruction of this RFP, and all applicable state and local laws and regulations. Any Proposal that does not meet the requirements of this RFP may be considered to be nonresponsive and rejected.
C. A Proposer may not restrict the rights of WSAFCA or otherwise qualify a Proposal. If a Proposer does so, WSAFCA may determine the Proposal is a nonresponsive counteroffer, and the
Proposal may be rejected.
D. WSAFCA reserves the right, at its sole discretion, to waive variances in a Proposal, provided such action is in the best interest of WSAFCA. Where WSAFCA waives variances in a Proposal, such waiver does not modify the RFP requirements or excuse the Proposer from full compliance with the RFP. Notwithstanding any variance, WSAFCA may hold any Proposer to strict compliance with the RFP.

WSAFCA. A Proposer is required to clearly label such portion of a Proposal "CONFIDENTIAL" and list the grounds for non-disclosure. In doing so, the Proposer thereby agrees to indemnify and defend WSAFCA from any action arising from the non-disclosure of the information. The failure to so label any information shall constitute a complete waiver of all claims for damages caused by or related to any release of the information.
5.12. Conflict of Interest and Restrictions
By submitting a Proposal, the Proposer certifies that no amount shall be paid directly or indirectly to an employee or official of WSAFCA as wages, compensation, or gifts in exchange for acting as an officer, agent, employee, subcontractor, or consultant to the Proposer in connection with the procurement under this RFP.
5.13. Proprietary Information
A copy of each Proposal shall be retained for official files and will become public record after the award of a contract unless the Proposal, or specific parts of the Proposal, can be shown to be exempt by law.
Each Proposer may clearly label any part of a Proposal as "CONFIDENTIAL." In doing so, the Proposer thereby agrees to indemnify and defend WSAFCA for withholding the information from public inspection. Failure to label information shall constitute a complete waiver of all claims for damages caused by or related to any release of the information.
If a public records request for appropriately-labeled information is received by the WSAFCA, WSAFCA will endeavor to notify the Proposer of the request and delay access to the material until seven (7) working days after WSAFCA’s notice. Within that time delay, it will be the duty of the Proposer to act in protection of its labeled information. Failure to so act shall constitute a complete waiver.

C. Following negotiations, WSAFCA shall draft a contract for execution by all parties. If the

E. WSAFCA reserves the right to accept or reject any or all Proposals.
8. Standard Contract Information

The Contract executed pursuant to this RFP shall contain the same, or substantially the same, terms as provided in WSAFCA's Standard Professional Services Contract (provided in Attachments). Capitalized and bracketed items shall be replaced with appropriate information in the final contract.
This RFP, including the Scope of Work, and the successful Proposal emanating from the RFP process shall be incorporated into the Contract.
8.2. Insurance Requirements

Standard Contract and Insurance Requirements, both found in Attachments, prior to commencing work.
Exceptions to WSAFCA insurance requirements will not be made. Any Proposer unable to meet the insurance requirements, as detailed, shall not be eligible for selection or award of a Contract.
8.3. Contract Approval
This RFP, Proposal Evaluation Process and Contract Award Process do not obligate WSAFCA to act in any certain way and do not create rights, interests, or claims of entitlement to any Proposer or any other entity. Any perceived or actual obligation of WSAFCA related to this RFP shall not commence until after the Contract is fully executed in compliance with WSAFCA ordinances and regulations to establish a legally binding contract.
8.4. Contract Payment
Contract payments shall only be made in accordance with the terms and conditions of the Contract and only after the Contract is fully executed in compliance with WSAFCA ordinances and regulations. No payment shall be made until the Contract is executed. WSAFCA shall not be liable for any payment related to this RFP or the Scope of Work prior to the execution of the Contact, even if the services or work is done in good faith or reliant on oral promises.
8.5. Contract Monitoring
The Contractor shall be responsible for the completion of all services required to complete the Scope of
Work. All services, work, and tasks pursuant to the Scope of Work are subject to inspection, evaluation, and acceptance by WSAFCA. WSAFCA may employ all reasonable means to ensure that the Scope of
Work is progressing and being performed in compliance with the Contract, including, but not limited to, inspection of Contractor's office, records, files, and other materials and places related to the Scope of
Work. If WSAFCA wishes to conduct such an inspection, the Contractor shall provide reasonable access and assistance.
