Prices must remain firm for 60 calendar days from the solicitation closing date.

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible offeror whose quoted price is found to be reasonable and technically acceptable. Technical acceptability is determined by evaluation of five sub-factors: (1) a one-page plan demonstrating that furniture will fit the specified space with appropriate measurements and functionality; (2) pictures of proposed items showing correspondence to assigned rooms; (3) color samples matching the provided paint palette and furniture examples; (4) floor plan diagrams showing proposed layouts; and (5) a maximum two-page capability statement describing the offeror's plan for execution, storage, and adherence to the cemetery's timeline. Offerors who fail to meet any technical acceptability factor are ineligible for award. Incomplete proposals may be rejected, and any unauthorized changes to solicitation documents may result in elimination from consideration.

E.2 52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014)

(A) BASIS OF AWARD: This procurement is being conducted pursuant to FAR Part 12.203 procedures.

The Government intends to award a contract resulting from this solicitation to the responsible offeror who offers the lowest price, whose quoted price is found to be reasonable, and whose quote is found to be technically acceptable when considering the non-price evaluation factors described below. Offerors who fail to meet any technical acceptability evaluation factors below will not be eligible to receive contract award.

Evaluation Factors. Evaluation of offers will be made using procedures under FAR Part 12.203. Offers will be evaluated in accordance with the following factors:

TECHNICAL ACCEPTABILITY EVALUATION FACTORS:

1. Sub-Factor 1: Provide plan that ensures furniture will fit description provided (ex: measurements, functionality).

· In one page, clearly state that the offeror can ensure furniture will conform to description provided and appropriate room to be assigned (plan to make sure furniture indeed fits space).

2. Sub-Factor 2: Furniture Items Needed.

· Provide pictures of proposed items and corresponding rooms they will belong to.

3. Sub-Factor3: Color Samples.

· Provide color samples of proposed items (please look at paint color palette and preferred furniture examples provided in the Statement of Need).

4. Sub-Factor 4: Proposed layout ideas.

· Provide diagram of proposed layouts – floor plans are attached with draft ideas.

5. Sub-Factor 5: Offeror Capability.

· In no more than two pages, please provide the offeror’s plan on carrying out providing for this requirement to include storage plan and following a timeline set forth by cemetery.

(B) EVALUATION PROCESS: Quotes will be evaluated in the following manner. The lowest-priced Quote will be identified. If the quoted price is found to be reasonable, the quote will be evaluated to determine if the quote takes exception with any of the requirements for this procurement specified in the solicitation. If the quote does not take exception with any of the requirements for this procurement, the offeror who submitted this quote will be determined as the “successful offeror.” The Contracting Officer/technical evaluation team will then determine if the successful offeror is technically acceptable using the technical evaluation factors applicable to this procurement. If contract award cannot be made to the successful offeror, the Contracting Officer will evaluate the next lowest-priced proposal following the procedures described above. This process will continue until a contract award can be made, or the Contracting Officer determines that no contract award can be made. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.
