About this file

This document provides instructions to offerors for a federal solicitation seeking proposals for an electrical replacement project at Building 1. Offerors must submit technical and price proposals by the deadline in accordance with the instructions, which specify factors for evaluation, page limits, and required forms and documentation. Proposals will be evaluated based on the offeror's design criteria and schedule, project implementation plan, qualifications, past experience and performance, and price to replace the electrical system for the critical facility while the existing system remains operational. The project involves a minimum 20% increase in electrical capacity, separation of utility services, separation of distribution equipment by system, and replacement of distribution and branch equipment within the schedule and budget provided by the offeror.
