NumberQuestionAnswer
Confirm RFP Response due date.Monday 10 August, 2020 at 12:00 PM PST. Please make sure you also acknowledge any amendments to the solicitation.
Confirm that the General Contractor will be responsible for all required Architectural, Structural, and Electrical design.Yes, this project is for a complete electrical replacement system which will include Architectural and Structural components to complete the electrical work.
Provide a project scope letter stating any anticipated work beyond the electrical scope shown on E-1 & E-2 - i.e.: generator pad/enclosure, new fixtures, ADA upgrades.A project scope letter will not be issued, but details relating to the scope will be addressed after the design phase. The purpose of the discovery/investigation during the design is to determine the boundaries of the scope for the project.
Will the General Contractor be responsible for plan review and plan check fees? All fees will be the responsibility of the GC. Historically the County of Sacramento does not recognize this facility as county property so we have not been able to use the county for permitting. The Gov't will determine the AHJ during the design phase.
Provide anticipated times that shutdowns can occur for cut-over, new equipment tie-ins, testing, and inspections. This is dependent on the type of shut-down/tie-in. The Gov't recognizes that there will be shutdowns due to tie-in's and other activities, but the type, frequency and duration will be developed in the project implementation plan and approved by the Gov't. There are some systems that must remain operational 24-7 like, security, life safety and IT.
Confirm anticipated wage rates - Prevailing or shop rate?DMEA considers this a nonconstruction contract involving some construction work. Amendment 1 includes Construction Wage Rate Requirements clauses and General Wage Determination CA30300007 for any applicable construction work.
Will the electrical upgrades be phased or can the installations be scheduled to happen concurrently?Phases can be scheduled concurrently, but the facility must stay operational at all times with the exception of the scheduled shut-downs.
Project valuation will require the building/site to be fully ADA compliant through Sacramento County, please confirm that the building is fully compliant in current condition. The building is not fully compliant with ADA as it is a federal manufacturing facility. See Question 4 for additional information
Confirm Sacramento County will be the overseeing jurisdiction for plan review, permitting, inspections, and final approval.See Question 4
Confirm all work shown on sheets E-1 & E-2 is to be new, none will be existing to remain. In general yes. Most of the equipment is old, but there are a few components that could be re-used. The Gov't would like to re-use those components if they meet the requirements and code for this project.
Confirm that there will be a due diligence period allowing further investigations between the 'Class 4' and 'Class 1' estimates.Yes, that should be part of the design phase.
Confirm utility connection fees are to be paid by Owner and excluded by General Contractor. All fees will be the responsibility of the GC. These will be identified after the design.
Is there an engineer's estimate for the project?Yes, but that will not be available at this time.
What is the current budget for the project? This will not be answered at this time.
What is the bonding requirement?Amendment 1 adds clauses for Performance and Payment bonds. These bonds will be required after completion of the Design phase and before replacement work begins. The percentage required will be negotiated in accordance with FAR clause 52.216-5 , Price Redetermination-Prospective.
Will other electrical drawings be provided at the pre-bid walk or after the bid is awarded? For example, panel schedules, feeder schedules, load calculations, etc.?No additional documentation with the exception of these questions will be provided prior to the due date of the proposals. At the time of award, all documents related to the electrical systems will be shared with the contractor.
Are all transformers in the building being replaced?Yes
Is the technical exhibit (E1 & E2) the current as-built drawings of the building?Yes, however there is currently a project underway that will create minor changes the drawings
Are there any working days or hours restrictions during construction?Yes, general working hours are 0600-1800, Monday-Friday. Work outside of these hours will have to be scheduled and approved by the Gov't
Is there a maximum outage time, per outage? No, see Question 5
Is storage space available at the job site for equipment? If not, can shipping containers be kept on-site?Yes, there will be space provided to the contractor for containers. But this space is limited so most major deliveries of equipment will need to be done on the day of installation.
Are any of the contractor's staff (engineers, admin, construction, etc.) required to be unionized? If so, which staff must be unionized?Because this contract is not considered a Large-scale construction project, there is no requirement for a Project labor agreement.
Regarding the Item #0001 A/E design, should we include all construction admin/management services and any other qualifiers as needed?Yes, see Question 2
Most engineering firms are not able to bond an electrical project of this size, so would it be acceptable to have the general contractor possessing the C-10, and subcontractor being the engineering firm?Performance and payment bonds will only be required after completion of the Design phase and before replacement work begins. The percentage required will be negotiated in accordance with FAR clause 52.216-5 , Price Redetermination-Prospective.
Asbestos?None, but a report can be distributed to the GC at the time of award.
Is there any redundancy right now?Currently there is no redundancy. It would be ideal to have redundancy but physical space will greatly limit the ability.
Code upgrades required? This is an old repurposed Air Force flight simulation building. This building was never meant for the manufacturing of semiconductors and other microelectronic engineers efforts. All must meet current codes.
What is left from old system? To be determined by the GC and the Gov't during the investigation part of the design.
Additional documents? You get everything we have at award, see Question 16.
Utility fees part of the projectYes, see Question 12
Load counts? You get everything we have at award, see Question 16.
Have we metered any of the load?Yes, you get everything we have at award, see Question 16.
Escort requirementsNo escorting will be performed by the Gov't. All contractor personnel and their subcontractors must be cleared through a background check.
Rack cabling?Low voltage wiring is not part of this effort, however the contractor will need to work around the existing cables.
Contract TypeThe contract type is a fixed-price contract with prospective price redetermination. It provides for a firm fixed price for an initial period of contract deliveries or performance; and prospective redetermination, at a stated time or times during performance, of the price for subsequent periods of performance. The prospective redetermination will occur after completion of the design phase. See clause 52.216-5 in Section I for more information.
What is the line item for Data?Exhibit A is the Contract Data Requirements List. It lists the data that the Contractor is responsible for delivering to the Government. Line item 0007, not separately priced, is for this data.
Preferred location for switch gear? The Gov't has set aside some space near the existing switchgear. This should be adequate for the new equipment, but that will need to be verified during the design. Physical space is very limited, and the Gov't does not want transformers near sensitive equipment.
Cameras after award? No, the Gov't will take any photos needed and provide to contractor after security review.
Walkie Talkies allowed?Yes, the Gov't recognize the need to communication. Approved walkies will be allowed as well as some cell phones used by main POC. This will be very limited and has additional restriction.
Specific ManufacturerNo, open for discussion, Eaton and Square-D are used in some of the newer equipment
Everything replaced? There are newer sections. Some of the Cleans Room have more current equipment. For instance, ARMS IV is 7 years old. Contractor responsible for getting rid of old equipment, see Question 10
No capacity w/ current switchgearYes, see the single line drawings.
Site work also included?Yes
Is one of the SMUD transformers not serviced?Yes. SMUD has used one of the transformer as a "pull-box." This will definitely need to be addressed during the design.
Is there a second utility? No second utility SMUD services almost all of the Sacramento County. Gov't would ideally like a second generation source, but not part of this project.
Power monitoring is a big dealPower metering and monitoring will need to be part of the design.
We have a natural gas generatorCurrent generator is natural gas. There are advantages and disadvantages to this source.
Want power centralized?Distribution and branch panels should be consolidated as much as possible.
Are there critical loads?Yes, essentially the entire facility, but security, IT and Life Safety are critical loads.
Work required in service chassis of clean room? There will be some work required in the clean room services chassis.
What is the purpose behind line item 0006?The purpose behind line item 6 was to cover the fees needed to get the project started (Permits if needed, bonds, etc.)
