About this file
The document is an Industry Day presentation slide deck for the 415th Supply Chain Management Squadron (415 SCMS) Strategic Contract. The contract is a Multiple Award Indefinite Delivery, Indefinite Quantity (MAC IDIQ) for repairing over 100 National Stock Numbers (NSNs) across multiple Air Force satellite, communication, and defense systems, including Global Positioning System (GPS), Military Satellite Communication (MILSATCOM), and various radar and early warning systems.
The solicitation targets vendors capable of repairing specific circuit cards, electronic components, and assemblies, with a 5-10 year contract duration. Vendors must submit a Source Approval Request (SAR) package to qualify for repair of individual NSNs or NSN categories, with no upfront pricing required. The contract allows for fair opportunity proposal requests (FOPRs) among qualified vendors, potentially including small business set-asides. Qualification is at the vendor's expense, and successful qualification does not guarantee contract award. The anticipated solicitation release is November 2025, with a focus on Form, Fit, Function, and Interface (FFFI) replacements that enhance reliability and reduce Size, Weight, and Power (SWaP).

Description The Squadron Strategic Contract is intended for the repair of multiple NSNs for the systems maintained by 415 SCMS The Government is conducting market research with the intent of establishing a Squadron Strategic multiple-award (MAC-IDIQ) contract to facilitate the quick repair of items commonly used by 415 SCMS to maintain the squadron’s multiple systems The contract is intended to be 5 years with the potential option for an additional 5 years, for a total of up to 10 years It allows the 415 SCMS to order multiple repairs on the same NSNs without creating individual contracts for each request
Acquisition Strategy Multiple Award (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ) Government contract vehicle that allows multiple vendors to provide goods or services under a single contract, with the quantity and delivery schedule not initially fixed This contracting approach is designed to streamline procurement processes, increase competition, and provide Government agencies with a flexible and efficient means of acquiring products and services
Awarded to ALL qualified vendors per NSN No pricing required at the basic contract level
Acquisition Strategy MAC IDIQ Ordering Procedures MAC IDIQ contracts are required to describe the fair opportunity competition processes that will be utilized to compete and award orders (FAR 16.504(a)(4)(iv)).
This is accomplished with ordering procedures which are included in the basic MAC IDIQ.
Ordering procedures will be made available when the solicitation is released
Fair Opportunity Proposal Requests (FOPRs) Contractors will prepare quotes/proposals (with pricing) at the individual order level Performance Work Statements (PWS) will be established for individual NSN repairs and released with the FOPR Task orders will be awarded based on the evaluation criteria specified in the instructions to offerors (i.e. lowest price, tradeoff)
Repair Qualification Requirements Sources must be qualified PRIOR to being considered for award. Interested vendors that have not been previously approved for an NSN must submit a Source Approval Request (SAR) package to the Program Manager(s), Engineer(s), Contracting Officer(s) and Small Business Specialist(s).
The Repair Qualification Requirements (RQR) contains various NSNs that have been grouped into numbered categories.
Offerors wishing to apply for qualification for the NSNs listed in the RQR can decide from the following options:
Qualify for a category or categories of NSNs Qualify for individual NSNs Combination of the above
Repair Qualification Requirements Offerors can apply for qualification for as many, or as few NSNs, as they choose As stated in the RQR, applying for qualification neither guarantees being successfully qualified nor guarantees a contract with the Government All qualification is done at the expense of the offeror, and the Government shall NOT reimburse offerors for qualification expense, regardless of if they are successful or unsuccessful
Questions & Answers During depot-level repair or NSN lifecycle sustainment, how is the Air Force ensuring unit-level communication continuity for systems that are temporarily offline?
Unsure at this time.
Would the strategic contract accommodate solutions that temporarily replace, or supplement systems being repaired?
Not applicable to this acquisition. Question can be directed to the Systems Program Office (SPO).
Is there interest in supporting system readiness through preconfigured, no-training-required voice bridges that can be used without RF reliance?
Not applicable to this acquisition. We would need more information, but a new system would be for the Systems Program Office (SPO) to decide.
For NSNs approaching obsolescence, is the Government seeking Form-Fit-Function replacements that enhance reliability or reduce SWaP?
Yes, any replacements that enhance reliability or reduce Size Weight and Power that are Form-fit-function would be desirable.
If multiple vendors are qualified for an individual NSN, how does the Government determine who gets the work when a repair is needed/funded?
Repairs of NSN(s) will be issued via. Fair Opportunity Proposal Requests (FOPRs) that allow all qualified vendors to submit a quote/proposal. Evaluation criteria will be tailored to include options of price-only competition (lowest-price), tradeoff, or other. Evaluation criteria will be detailed when the FOPR is released to the qualified sources of repair.
How will the Government ensure consistent quality is received from multiple vendors repairing the same NSN?
All vendors will need to be qualified to repair specific NSNs prior to award. All SAR packages will be reviewed, vetted and approved by engineers.
What if I am not qualified prior to award?
If a contractor is not able to qualify prior to award, there will be onboarding procedures semi-annually.
What pathways exist for small businesses to participate if not providing repair but enabling field functionality or offering interoperable comms support?
Unsure. We could contact the Systems Program Office (SPO) with the specifics of your system to see if it fits the needs of the end user.
How can a vendor become approved for an NSN without access to a radar system on-site?
This information is detailed in the RQR under Facilities, Testing and Inspection Capabilities: The offeror must certify to the Government that they have, or have access to, the required facilities and equipment to repair, inspect, test, package, and store the item. The offeror shall make their facilities, equipment, tooling, and personnel available for evaluation and inspection by the Government. Vendors do not have to have a specific system on-site, but they need access to one.
Can orders on the MAC IDIQ be set-aside for small business participation?
Yes, contracting officers may, at their discretion, set aside orders for any of the small business concerns identified in FAR 19.000(a)(3). When setting aside orders for small business concerns, the specific small business program eligibility requirements identified in FAR 19 apply.
How is the Government handling the unpredictability in the market caused by the cost of goods, particularly during the current tariff challenges?
Pricing for repairs will not be required up front, only at the task order / repair level. The Government may also be willing to include the following contract clause: 252.225-7013 Duty Free Entry, which details free trade agreement countries and qualifying components.
Can you provide any additional information on the Circuit Card Assemblies (CCA) on the list of NSNs?
We can provide technical data or drawings upon request. For this specific acquisition, we are looking for vendors who can repair circuit cards to a serviceable condition.
Will access Technical Data Packages (TDP) to include applicable technical orders be available for NSNs for qualification packages?
The amount of technical data owned for each NSN varies. If you need access to technical data to prepare your SAR package, please request that information from the contracting officer, program manager and engineer.
