The AFSC intends to issue a solicitation for a MACC to fulfill the government's construction needs through individual task orders. The questionnaire covers topics such as the respondent's largest government/commercial construction contract, design-build experience, ability to manage multiple concurrent projects, experience with multi-trade projects, available manpower, subcontracted trades, and ability to comply with various proposal response times. FA8137-24-R-MACC
The Air Force Sustainment Center (AFSC) Contracting Directorate intends to issue a solicitation for the MACC in accordance with the provided requirements and provisions. Our goals are: a) to maximize performance while reducing cost of business with a manageable degree of risk; and b) to award qualified contractors under the basic MACC to fulfill the Government’s construction needs through individual task orders. Therefore, your thoughtful/candid responses, comments, recommendations, and suggestions are valuable for the development of our acquisition strategy and will be very much appreciated. Please return the completed survey to sara.hinds.2@us.af.mil no later than 4:30 PM, 2 SEPTEMBER 2024.

Industry Questionnaire
1) Please tell us about the largest Government or commercial construction contract award your company received within the last three (3) years. Please include the contract or Task Order (TO) number, project description and contract value.
Response:
2) Does your company have “design-build” experience? If so, please identify whether your firm used in-house design capacity or used an A-E firm to provide design services. Indicate whether your firm has an established working relationship with a specific design firm (if applicable).
3) Does your company have experience managing multiple projects concurrently? If yes, please indicate how many projects are managed at one time.
4) Does your company have experience managing/performing multi-trade (e.g., electrical, A-E design, painting, roofing, flooring, HVAC, paving/concrete, sewer/waterline, civil, mechanical, structural, etc.) projects? If yes, please state the trades your company can manage/perform and provide an example highlighting the multi-trade project accomplishment.
5) Does your company have required site superintended (construction manager) for civil, structural, mechanical, and electrical work?
6) Does your company have the manpower to accomplish several initial site visits simultaneously?
7) Which trades have your company subcontracted?
8) Some TOs require time constraints for the proposal submission. Currently, the requirement categories are: “Routine Requirement” (proposal within 15 working days after the site visit); “Urgent Requirement” (proposal within 3 working days after the site visit); and “Emergency Requirement” (proposal within 8 hours after the site visit). Would your company be able to comply with these proposal response time? If no, please make suggestions as to what you consider a reasonable time frame for submitting a proposal.
12) The range of TOs written against the Multiple Award Construction Contract is unknown at this time. What is the minimum and maximum value TO project for which your company would consider submitting a proposal?
14) The Government is contemplating multiple-awards under the basic MACC using only two (2) evaluation factors (Technical and Past Performance), excluding price evaluation factor. The rationale for this approach is that since price would be competed for each TO, evaluating price at the source selection level would be a non-valued-added activity. What is your opinion on this proposed source selection approach?
15) What are the most challenging aspects in doing business with the Government?
16) Do you have any other comments or suggestions that you would like share with us?
