About this file

This file is informational documentation from the Iowa Department of Administrative Services (DAS) describing the IMPACS Electronic Procurement System, the state's eProcurement platform used for managing state and local contract opportunities. The related contract opportunity is for an Equipment Distribution Program through which the Iowa Department of Public Safety (DPS) seeks a respondent to provide new Mercedes Benz Sprinter Vans or equivalent vehicles. The initial contract term is one year with options to renew for up to five additional one-year terms. Key program responsibilities include application processing, voucher management, statewide outreach, reporting, and complaint resolution, with respondents required to demonstrate capability to administer the program in accordance with detailed scope of work requirements.

Pricing must include one-time and recurring costs for services, equipment, and associated expenses, with payment terms of Net 60 Days. The RFP indicates a preference for Iowa-based respondents and providers of Iowa-produced goods, though no specific set-aside designations or restrictions on organization types are noted. The documentation does not provide information regarding incumbent vendors, current contractors, existing infrastructure, technology integration requirements, award values, or budget ranges. Respondents must submit proposals through the IMPACS system using available RFP resources and instructions provided by DAS, with inquiries directed to purchasing.mailbox@iowa.gov.

Iowa Management of Procurement and Contracts System (IMPACS)

What is IMPACS?

Iowa Management of Procurement and Contracts System - IMPACS is the State of Iowa eProcurement system integrating multiple solutions on the JAGGAER ONE platform. lt integrates vendor, contract, sourcing and purchasing data all in one suite.

Sourcing Module

The Sourcing Module offers better engagement from vendors, creates easy-to-evaluate bid tabulations and keeps all documents, addenda and email correspondence in one place. Unlimited document upload (50MB per document), multiple approval workflow options and custom RFx creation templates allow for maximum flexibility. Create a contract or a PO from a sourcing event, saving time with data entry. Generate and display automated tabulation, what-if scenarios and intelligent award options. Analyze comprehensive data and constraints, including user-defined criteria, alternative bids, discounts and business rules.

Contracts Module

The Contracts Module allows you to centralize contract metadata, document milestones, and automate renewal and expiry alerts to significantly streamline the process used to manage your contracts. Custom contract creation templates, unlimited file upload (50MB per document) and multiple approval workflow options are but a few of the benefits of this system. Automate contract compliance with contract obligations that send out reminders to the vendors and users. One-click contract renewals eliminate the need to create a separate renewal contract.

With IMPACS Contracts, you can have a range of pre-defined clauses at your disposal for insertion into each contract. These clauses can be used to create a contract document that can then be shared between both parties for sign off and approval. Counter proposals from your suppliers are permitted, and when needed, amendments are sent to the correct internal approver for sign off - all via a single solution. Additionally, you can track the usage of each clause across your entire contract portfolio and know exactly which contracts rely on which clauses. This can help you understand the impact of changes to standard clauses and where updates to contract documents may be required if clause wording is changed. Online negotiation capabilities enable you to significantly reduce the cycle time required during a contract negotiation exercise with a full audit trail of every change.
