About this file

This is a Sole Source Authorization (SSA) request form submitted by the Idaho Military Division (IMD) to the Idaho Department of Administration's Division of Purchasing (DOP) for the procurement of BAK-12 and BAK-14H Aircraft Arresting Systems from Curtiss-Wright Arresting Systems. The request, dated April 28, 2026, seeks authorization to purchase four new BAK-12 Energy Absorbers (diesel-driven units capable of underground pit installation with a maximum energy absorption capacity of 170 MJ, maximum engagement speed of 190 knots, and maximum runout distance of 1200 feet) and two BAK-14, Type H, Retractable Hook Cable Systems for a 150-foot runway. Both systems must be manufactured in the USA, meet strict USAF technical standards outlined in TO 35E8-2-5-1 and TO 35E8-2-8-12, and comply with First Article Testing and MIL-STD standards. The procurement is driven by the anticipated stationing of F-16 aircraft at Gowen Field by the USAF within the next two years and the Idaho Air National Guard's intention to install an arresting system at Boise Airport runway. The contract term is requested for five years with an anticipated total cost of $5,000,000.00.

The IMD justified the sole source authorization by identifying Curtiss-Wright Arresting Systems as the only USAF-tested and approved manufacturer of the BAK-12 system, distinguishing it from alternative manufacturer ATECH Inc., which produces BAK-12 and BAK-14U systems but has not completed required USAF approval testing. The request notes that production of these highly specialized systems is limited to two U.S.-based manufacturers, both of which must meet stringent USAF standards. The Air National Guard's specific request to utilize Curtiss-Wright, combined with time constraints preventing the establishment of a new Military Construction Cooperative Agreement with Boise Airport, led IMD to seek modification of its existing federal cooperative agreement to execute the procurement through its office. The DOP Administrator issued an intent to approve the sole source authorization on April 28, 2026, with a challenge period of five business days following the closing date, and supporting documentation including an Approved AAS Sources Memo and USAF correspondence was submitted as attachments.

A solicitation is being developed (by my Agency under its DPA or in conjunction with DOP) and my Agency wishes to limit responses to a specific manufacturer/brand name (I.e. no substitutions). (Note: this option assumes that multiple vendors can offer the identified brand name; otherwise, select the option for exemption from competition to request a Sole Source Authorization (Brand Name Only)

A solicitation has been completed and there is a need to negotiate with one or more vendors. (Authorization to Negotiate)

My Agency is seeking to purchase directly from an identified vendor without completing a solicitation OR wishes to perform a level of competition that is less formal than would typically be required. (Various exemptions-additional questions to follow) mailto:jgray@imd.idaho.gov

Business Need* Describe the Agency's business need for the requested property

The United States Air Force (USAF) will be stationing the F-16 on Gowen Field in the next two years. The Idaho Air National Guard (IDANG) has informed me that they intend to procure an F-16 Aircraft Arresting System for the Boise Airport runway in preparation for the arrival of the aircraft.

Description* Describe what makes the identified property unique. Why is it the only property that could meet your business need?

Production of these systems is highly specialized and must meet strict USAF standards, which limits the number of active qualified manufacturers.

Alternatives* Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?

ATECH Inc. is a U.S.-based company that designs and manufactures complete BAK-12 and BAK-14U systems (their retractable hook cable variant), along with spares, retrofits, and training. They support F-16 operations and serve both the Department of Defense and international customers. Production is highly specialized and tied to USAF standards, so the number of active manufacturers remains limited to these two.

Production of these systems is highly specialized and must meet strict USAF standards, which limits the number of active qualified manufacturers. Currently, Curtiss-Wright Arresting Systems is the only tested and approved source of the BAK-12 system for the USAF. Any others have not been tested/approved by the AAS Program Office. AAS are required to complete First Article Testing (FAT) and perform dead load testing in accordance with MIL-STD-3035 & MIL-STD-3036.

Notes The Air National Guard has informed us that they intend to procure an F-16 Aircraft Arresting System for the Boise Airport runway, with an estimated value of $2.392 million. Due to time constraints, they have determined that establishing a new Military Construction Cooperative Agreement (MCCA) memorandum with the Boise Airport is not feasible. Instead, they plan to modify our existing cooperative agreement with the federal government to execute the procurement through our office.

The Air National Guard has specifically requested to use Curtiss-Wright Arresting Systems / ESCO as the vendor. Based on available information, there are two U.S.-based manufacturers capable of supplying complete F-16-compatible aircraft arresting systems (BAK-12 and BAK-14/BAK- 14M), but Curtiss-Wright is the only one Tested and approved by the USAF FAT and in accordance with MIL-STD-3035 & MIL-STD-3036.
