About this file

This memorandum from the Department of the Air Force Air Force Life Cycle Management Center establishes approved sources and compatibility requirements for Aircraft Arresting Systems (AAS) used by the United States Air Force. The document clarifies that F-35 aircraft are authorized for use only with BAK-15 and MA-1A secondary AAS systems, with all other AAS configurations considered unauthorized. The Air Force has identified one tested and approved source for both the BAK-12 system and Mobile AAS (MAAS): part number PL1697 from CAGE 21439 and part number 52D8013-104 from CAGE 21439, respectively. All AAS must complete First Article Testing (FAT) and dead load testing in accordance with MIL-STD-3035 and MIL-STD-3036 standards. The memorandum also notes that electronically controlled BAK-12 systems are not currently approved by the USAF.

The related Idaho state and local contract opportunity seeks sole source authorization for the Idaho Military Division to procure BAK-12 and BAK-14H Aircraft Arresting Systems from Curtiss-Wright Arresting Systems (formerly Safran Aerosystems Arresting, acquired in 2022). The Division of Purchasing has determined that only one vendor qualifies to provide this equipment. The notice was posted on April 28, 2026, with a closing date of May 4, 2026, allowing a five-business-day window for interested vendors to file challenges to the sole source procurement determination in accordance with Idaho Code section 67-9221. No specific budget values, award dates, contract term information, or set-asides are disclosed in the procurement notice.

1. It has come to the attention of the AAS Program Office that F-35 compatibility with certain AAS has come into question.

2. There are several types of AAS in use for the United States Air Force (USAF), including the Barrier Arresting Kit (BAK)-12, BAK-14, BAK-15, E-5 Chain Gear, MA-1A, Mobile AAS (MAAS), Textile AAS (TAAS), and Type-H.

3. Per the F-35 Facilities Requirements Document (FRD), the F-35 is not authorized for use with any secondary AAS system (TAAS, E-5, etc.) apart from the BAK-15 and MA-1A.

4. The FRD states any AAS with configurations or performance differing from the reference BAK-12 are considered unauthorized.

5. Currently, there is one tested and approved source of the BAK-12 system and MAAS for the USAF. Any others have not been tested/approved by the AAS Program Office. AAS are required to complete First Article Testing (FAT) and perform dead load testing in accordance with MIL-

STD-3035 & MIL-STD-3036.

6. The BAK-12 source is P/N PL1697 from CAGE 21439, and the MAAS source is P/N 52D8013-104 from CAGE 21439.
