About this file
This is a Questions and Answers document for RFQ IHS1526896 addressing contractor inquiries regarding water treatment services for cooling tower and boiler systems.
A pre-bid site visit has been scheduled for August 5, 2026 at 3:00 PM Arizona Time, during which contractors may assess metallurgy of treated systems, water chemistry through laboratory samples, operating data, existing equipment, current system conditions, and historical system information. The facility operates three cooling towers: two Baltimore Aircoil cooling towers (Series 1500 with electric heating package, installed 2002) at the Central Plant and one Marley Recold JW Series Cooling Tower (installed 2015) at the Special Service Building, along with two Fulton VTG-4000DF condensing boilers (2023) and an MGT System 14 water softener (2020). Current treatment chemicals include CHEM-AQUA 31955 cooling tower inhibitor, CHEM-AQUA 42171 power plant chemical, and CHEM-AQUA 31165 special service building chemical for cooling towers; however, no data on approximate annual quantities is available. The tonnage and recirculation rates for the cooling towers and historical annual or monthly makeup water consumption data are unknown. Government-owned chemical feed tanks, pumps, controllers, conductivity probes, and blowdown valves are available for contractor use; however, repairs and replacement parts are outside the fixed monthly price scope. The contractor's obligations are limited to inspections, verifications, and testing of all water treatment equipment, chemical feed controls, treated mechanical systems, controller sensors, probes, flow switches, and chemical pumps and blowdown valves to ensure proper operation and detect system leaks.

RFQ IHS1526896 Questions and Answers
1. Can a pre-bid site visit be scheduled? During the visit, we would like to establish: Site visit will be scheduled for August 5, 2026 at 3pm (Arizona Time)
a. Metallurgy of the treated systems
b. Water chemistry (via water samples sent to our lab to determine the appropriate treatment program)
c. Operating data
d. Existing equipment
e. Current system conditions
f. Historical system information
2. What are the approximate tonnage/recirculation rates of the three cooling towers (Central Plant towers and SSB tower)?
From the statement of work:
3. What is the historical annual or monthly make-up water consumption for the treated systems?
Unknown. No data.
4. To support an accurate estimate ahead of the submission deadline, what treatment chemicals/products are currently in use, and at what approximate annual quantities?
CHEM-AQUA 31955 Cooling tower Inhibitor. No data.
CHEM-AQUA 42171 Power Plant Chemical. No data.
CHEM-AQUA 31165 Special Service Building Chemical for cooling tower. No data.
5. Are the existing chemical feed tanks, pumps, controllers, conductivity probes, and blow-down valves government-owned and available for the incoming contractor's use? In the event of a failure, are repairs and/or replacement parts considered outside the scope of the fixed monthly price?
There are feed tanks, pumps, controllers, probes, and blow down valves that are government owned. The scope does not include repairs/replacements. Just inspections, verifications, and testing.
Per the SOW:
"4. Inspection: The contractor shall inspect the chemical feed, control equipment, and all treated mechanical systems. The contractor shall check and clean all controller sensors, probes, and flow switches. The contractor shall check for leaking the water systems of the cooling towers, boilers, and closed loops since leaking will result in loss of chemical treatment.
5. Water Treatment Equipment Testing: The contractor shall test all water treatment, equipment including chemical pumps and blow-down valves to ensure proper operation.
