Statement of Work Summary
This is a Statement of Work for comprehensive chemical water treatment services at the Whiteriver Indian Health Service Unit (WRSU) Power Plant in Whiteriver, Arizona, with a performance period beginning February 2026. The contractor shall provide monthly onsite inspections, water testing, and chemical treatment for seven interconnected systems: two Central Plant cooling towers, two Central Plant condensing boilers, one Central Plant water softener, one Central Plant heating closed loop, one Central Plant cooling closed loop, one Specialty Services Building (SSB) cooling tower, and one SSB closed loop. The contractor must maintain water quality within specified parameters outlined in Table 1, including alkalinity, calcium hardness, conductivity, pH, molybdenum, on-Trac, freeze point, and total hardness levels tailored to each system type. Testing shall occur mid-month to comply with Joint Commission standards, and the contractor shall provide all required chemical testing reagents, testing kits, instrumentation, and treatment chemicals.
The contractor's deliverables include: (1) a qualification packet demonstrating business capability, relevant experience, licenses, certifications (including ISO), and qualified technician lists; (2) monthly chemical water testing across all specified parameters; (3) chemical treatment ensuring compliance with Table 1 specifications, including installation and 90-day removal cycles for mild steel and copper corrosion coupons; (4) inspection of chemical feed equipment, control systems, sensors, probes, and flow switches, with leak detection; (5) testing of water treatment equipment including pumps and blow-down valves; (6) monthly reports to the Contracting Officer (COR) within 7 days of the mid-month site visit detailing inspection results, testing outcomes, treatment activities, and chemical inventory; and (7) comprehensive Program Manuals containing product descriptions, Safety Data Sheets, system-specific recommendations, maintenance instructions, test procedures, and equipment information. The contract structure consists of a base year with four option years, with specific performance dates to be established upon award.

STATEMENT OF WORK
WATER TREATMENT SERVICE FOR POWER PLANT
WHITERIVER SERVICE UNIT
WHITERIVER, ARIZONA
FEBURARY 2026
A. INTRODUCTION:
The Contractor shall provide comprehensive chemical water treatment services for the Whiteriver Indian Health Service Unit (WRSU), 200 West Hospital Drive, Whiteriver, Arizona. There services are to be delivered and administered at the Power Plant’s cooling system and heating systems.
B. BACKGROUND:
WRSU requires experienced chemical water treatment services to operate reliably and safely in a cost-effective manner. The WSRU systems requiring treatment include the Central Plant cooling towers, Central Plant condensing boilers, Central Plant water softener, Central Plant Heating closed loop, Central Plant cooling closed loop Specialty Services Building (SSB) cooling tower, and SSB closed loop. System component details identified in Section E.
C. SCOPE OF REQUIREMENT:
The scope of work includes providing monthly onsite inspections, water testing, and chemical water treating for the Central Plant cooling towers, Central Plant condensing boilers, Central Plant water softener, Central Plant heating closed loop, Central Plant cooling closed loop, SSB cooling tower, and SSB closed loop. The contractor shall also test and report the makeup water characteristics. The contractor shall chemically treat the water to keep systems free from scale, corrosion, and microbiological contamination. The contractor shall also treat the water to keep from freezing. The results of these inspections and testing along with the associated chemical treatment actions shall be summarized in a monthly report to the COR. The contractor shall provide all chemical testing reagents, testing kits, testing instrumentation, and treatment chemicals. Testing shall occur mid-month to ensure testing occurs during each calendar month as required by Joint Commission standards.
D. DELIVERABLES:
1. Proof of Qualifications: The contractor shall provide a qualification packet which shall include business capability, list of similar service contracts completed, licenses held, list of representative agreements, certifications held to include ISO, and a list of qualified technicians who will perform the work.
2. Chemical Water Testing: The contractor shall perform water testing for alkalinity (ppm as CaCO3), calcium hardness (ppm as CaCO3), conductivity (as μmhos), conductivity cycles (calculated), freeze point (°F), molybdenum (ppm as Mo), on-Trac (ppb), pH, and total hardness (ppm as CaCO3). The contractor shall provide all chemical testing reagents, testing kits, and testing instrumentation.
3. Chemical Water Treatment: The contractor shall chemically treat the water in the Central Plant cooling towers, Central Plant condensing boilers, Central Plant heating closed loop, Central Plant cooling closed loop, SSB cooling tower, and SSB closed loop to ensure the water testing results are within the ranges as outline in Table 1 below. The contractor shall provide all chemicals required to successfully achieve the required water characterizes as identified in Table 1 below. Mild steel and copper coupons shall be provided and installed in all cooling tower and closed loop systems. The coupons shall be removed and tested on a 90-day cycle.

4. Inspection: The contractor shall inspect the chemical feed, control equipment, and all treated mechanical systems. The contractor shall check and clean all controller sensors, probes, and flow switches. The contractor shall check for leaking the water systems of the cooling towers, boilers, and closed loops since leaking will result in loss of chemical treatment.
5. Water Treatment Equipment Testing: The contractor shall test all water treatment equipment including chemical pumps and blow-down valves to ensure proper operation.
6. Reporting: The contractor shall develop a report detailing the inspection results, testing results, chemical water treatment activities, water treatment equipment testing results, and chemical inventory. The report shall include the testing results compared to the requirements outline in Table 1. The reports shall be provided to the COR no later than 7 days after the mid-month onsite visit.
7. Program Manuals: The contractor shall provide Program Manuals as a go-to reference resource for the facility engineer. Each manual shall contain: description of on-site products, Safety Data Sheets (SDS) for all products and testing reagents, recommendations and limits for each treated system, clear instructions for actions needed to maintain system conformity, complete test procedures and instructions, and chemical feed equipment information.
