About this file
This is a Questions and Answers document for the Indian Health Service (IHS) Whiteriver Service Unit (WRSU) Fire Extinguisher Maintenance Services solicitation (IHS1526571). The document addresses eight key inquiries from potential offerors regarding contract scope, inventory, and pricing considerations.
The government owns 204 fire extinguishers located across six facilities: Main Hospital, Specialty Service Building, Annex Building, Garrett Building, Medicine City, and Cibecue Health Clinic. Approximately 117 units have installation dates of 2013 or earlier and are at or beyond the 12-year service life threshold. The government estimates 18 replacement units annually, though this figure is an estimate that may not reflect actual replacement needs determined by NFPA 10 hydrostatic testing requirements. The contractor will be responsible for monthly recharging, refilling, and repairs limited to defective units identified by hospital maintenance staff (estimated 5-10 units monthly), while government staff will conduct routine monthly inspections. All fire extinguishers have been hydrostatic pressure tested and certified by a local fire extinguisher company. The government does not have a deficiency report indicating service due dates, nor will it provide the independent government cost estimate or historical spend data. This is not a recompete, as no previous contract exists for this service. The applicable Service Contract Act wage determination number is 2015-5477. The contract includes a one-year base period with four one-year option periods, with all work coordinated with the Contracting Officer's Representative and performed during normal business hours.

Q 1. Is the government's assumption of 18 replacement units per year based on a current condition assessment, or is it an estimate that may not reflect the actual number of units currently at or beyond the 12-year service life?
A 1. This is an estimate. It may not reflect the actual numbers. If it fails the hydrostatic testing per NFPA 10, we are looking to replace it.
Q 2. Is Appendix B—the complete government-owned fire extinguisher inventory list—available as an official solicitation attachment? Having the verified inventory with current unit counts, types, and installation dates would allow us to provide accurate and complete pricing.
A 2. Attached is the SOW. In Appendix B is an official attachment. This is the current government owned fire extinguisher inventory list in our computerized maintenance system we have. There are 204 fire extinguishers. The fire extinguishers we have in service have been certified and approved.
Q 3. Appendix B does not include the dates of most recent 6-year maintenance or hydrostatic tests. Do you have a deficiency report indicating most dates of services due?
A 3. No. I do not have a deficiency report and a list of when the recent 6-year or hydrostatic test have been done. The fire extinguishers have all been serviced, tested, and certified to be used in at our facilities.
Q 4. Is this requirement a recompete of an existing or recently expired contract? If so, could you please provide the predecessor contract number, the incumbent contractor, and the awarded value?
A 4. There is no current and previous contract for this fire extinguisher maintenance service.
Q 5. Is the Government able to share the independent government cost estimate or the budgeted amount for this requirement, or the historical annual spend for these services at the Whiteriver Service Unit?
A 5. I cannot provide this.
Q 6. Attachment 4 estimates eighteen (18) replacement fire extinguishers per contract year. Appendix B of the Statement of Work indicates approximately 117 units with installation dates of 2013 or earlier, at or beyond the 12-year service life referenced in Section D. Should offerors price replacement of currently expired units as phased at the annual estimate, or does the Government intend for the existing backlog to be addressed in the base period? Would the Government accept a one-time base-period line item for the backlog?
A 6. The eighteen (18) fire extinguisher is estimated. Not every fire extinguisher will be hydrostatically tested and pass. The existing fire extinguishers have been hydrostatic pressure test and certified to be in service by a local fire extinguisher company.
Q 7. Please confirm that the monthly recharging/refilling/repair requirement is limited to servicing the defective extinguishers staged by facility staff in the Garrett Building secure cage (estimated 5–10 units per month) and does not include contractor-performed monthly inspections of all government-owned extinguishers.
A 7. Monthly checks will be performed by the government hospital maintenance staff. The monthly recharging/refilling/repair requirement is limited to the fire extinguishers found defective by hospital staff during monthly checks.
Q 8. Could you please confirm the applicable Service Contract Act wage determination number for the place of performance?
