About this file
This is a Questions and Answers document for Indian Health Service (IHS) Whiteriver Service Unit fire extinguisher maintenance services solicitation (IHS1526571). The Q&A addresses three critical inquiries regarding inventory accuracy and service history documentation. The government clarified that the 18 replacement units annually is an estimate and may not reflect actual units requiring replacement based on NFPA 10 hydrostatic testing failure criteria. The complete government-owned fire extinguisher inventory consists of 204 units listed in Appendix B of the Statement of Work, all currently in service with valid certifications and approvals. However, the government does not maintain a deficiency report or comprehensive documentation of recent six-year maintenance or hydrostatic test dates, though all fire extinguishers have been serviced, tested, and certified for facility use.
The responses indicate that prospective contractors should anticipate variable annual replacement quantities beyond the government's estimate and should request clarification or conduct their own assessment regarding specific unit service histories. The contract requires all labor, materials, tools, equipment, transportation, and supervision for annual inspections, maintenance, certification, recharging, repairs, six-year maintenance, hydrostatic testing, and disposal of replaced units at multiple Whiteriver facilities under a one-year base period with four one-year option periods.

Q 1. Is the government's assumption of 18 replacement units per year based on a current condition assessment, or is it an estimate that may not reflect the actual number of units currently at or beyond the 12-year service life?
A 1. This is an estimate. It may not reflect the actual numbers. If it fails the hydrostatic testing per NFPA 10, we are looking to replace it.
Q 2. Is Appendix B—the complete government-owned fire extinguisher inventory list—available as an official solicitation attachment? Having the verified inventory with current unit counts, types, and installation dates would allow us to provide accurate and complete pricing.
A 2. Attached is the SOW. In Appendix B is an official attachment. This is the current government owned fire extinguisher inventory list in our computerized maintenance system we have. There are 204 fire extinguishers. The fire extinguishers we have in service have been certified and approved.
Q 3. Appendix B does not include the dates of most recent 6-year maintenance or hydrostatic tests. Do you have a deficiency report indicating most dates of services due?
A 3. No. I do not have a deficiency report and a list of when the recent 6-year or hydrostatic test have been done. The fire extinguishers have all been serviced, tested, and certified to be used in at our facilities.
