RFQ IHS1523673 – Questions and Answers
1. Bird Netting Installation vs. Maintenance: Section 6.3 of the SOW states the Contractor shall "Install and maintain bird netting under five carports". Please clarify if the contractor is required to procure and install completely new bird netting across the entire 18,720 sq. ft. of carport space, or if this requirement is limited to the maintenance and repair of existing installed netting. This is not correct and no longer needed. Check updated SOW.
2. Termite Retreatment Scope: Section 6.4 requires the Contractor to "Provide retreatment program to ensure continued protection". Should offerors assume a baseline of zero active termite infestations when establishing firm-fixed pricing, and are there existing termite baiting/barrier systems currently installed at the facility that the incoming contractor will assume responsibility for? Just for retreatment and annual inspections. A retreatment of a 5-year protection would commence in February 2027. See updated SOW.
3. Past Performance Reference Discrepancy: The Quote Preparation Instructions under Factor 2 (Past Performance) require "At least two (2) recent and relevant reference[s]", whereas Section 9.0 of the Statement of Work states the Contractor shall "Provide at least one reference within the past five years". Please confirm the minimum number of past performance references required for technical acceptability. See Attachment B – Solicitation and Clauses Attachment Page 10, FAR 52.212-1 Instructions to Offerors – Commercial Items (Mar 2020). SOW has been updated to reflect Quote instructions.
4. Burrowing Animals Classification: Section 3.0 of the SOW mandates the elimination of "burrowing animals" but explicitly excludes "Large vertebrate trapping (dogs/cats)," which is handled by Quechan Fish and Game. Please clarify if outdoor nuisance wildlife such as gophers, ground squirrels, and prairie dogs are the responsibility of the Contractor to eliminate, or if they fall under the excluded vertebrate category. Wildlife such as gophers, ground squirrels, and prairie dogs are the responsibility of the Contractor.
5. Tribal TERO Fees and Licensing: Section 8.0 requires the Contractor to comply with Tribal Employment Rights Office (TERO) requirements, obtain Tribal work permits, and bear all associated fees prior to commencement. Can the Government provide the applicable TERO tax percentage/fee schedule, or a direct Tribal point of contact, so offerors can accurately capture these mandatory costs within their pricing? Its $150 per year and its good for 12 months. Contact is Brian Golding EDA Director (760)-572-5270. E-mail: b.golding@quechantribe.com mailto:b.golding@quechantribe.com
6. Incumbent Information: Could the Government please confirm if there is an incumbent contractor currently performing these services? If so, could you please provide the incumbent contractor's name, the current Purchase Order number, and the total contract value?
RAM Pest Management, LLC. 75H71221P00177, $131,900
7. Post-Award Submittals: While Section 10.0 of the Statement of Work lists several required submittals (such as the detailed work schedule, SDS, and Termite/Bird Control Programs), are there any additional post-award submittals that we should be aware of? If so, could you please provide the relevant information and required timelines for those submittals?
None greater than the SOW and bid requirements.
8. I would like to inquire about the proof of liability insurance required for the contractor.
Could you please clarify whether this must be provided by the prime contractor, or if the subcontractor’s liability insurance can be used to meet this requirement for the contract?
The prime contractor is responsible for meeting all liability insurance requirements of the contract and for providing proof of such coverage. Subcontractors may maintain their own insurance; however, the prime contractor remains responsible for ensuring that coverage is maintained, including if a subcontractor’s insurance lapses or is no longer valid during contract performance.
9. How many services are generally needed per month?
One Service per month and as needed on service requests. The one service per month will be on a Thursday. Right now, we do first Thursday of the month for 8 hours.
10. Is the vendor responsible to pay for fly lights and netting if needed?
No to the fly lights, but yes to the netting as needed.
11. If the current contractor departs, will the netting for the birds remain in place?
Bird netting installed under the current contract is expected to remain in place unless otherwise directed by the Government.
12. Will the termite stations be removed if the current incumbent leaves, or will they remain installed?
Termite bait stations are expected to remain installed upon contractor transition unless otherwise directed by the Government.
13. Regarding UV fly lights, will those be requested on an as-needed basis?
Fly Lights are not required.
14. We would like to request clarification regarding the requirement to “provide documentation of training for FIFRA.” To ensure full compliance with the contract requirements, could you please confirm what specific documentation the Government expects to be submitted?
The Government expects documentation demonstrating that contractor personnel have received training in accordance with FIFRA requirements, including the handling, storage, application, and disposal of pesticides and related chemicals, as applicable to their role and designated by the training certificate.
15. To ensure accurate pricing and proper understanding of the scope, could you please confirm the total linear feet of the building perimeter included in the requirement?
We have 75K Sq. ft of property (building) and 9.29 acres of land. All around 413,820 Sq ft.
16. Regarding Section 8.0 – Tribal Requirements, we would like to request clarification to ensure compliance with the solicitation. If a contractor does not currently hold the required Tribal business license at the time of proposal submission, are they still permitted to submit an estimate and participate in the competition, provided they obtain the license and any required Tribal certifications (including TERO compliance and work permits) prior to award or work commencement?
Section 8 answer is Yes. Once they get the contract they need to contact Tribal Economic Development Administration. Brian Golding, Sr., EDA Director Economic Development Administration Phone: (760) 572-5270 b.golding@quechantribe.com. The price for one year permit is around $150. Offerors may submit a proposal without a current Tribal business license; however, the successful contractor must obtain all required Tribal licenses, permits, and TERO compliance prior to commencement of work, in accordance with Section 2.6 of the SOW.
17. We would like to request clarification regarding Section 10.0 – Submittals. Could you please confirm whether the listed submittals are required to be submitted with the proposal package or if they are only required after contract award?
• The items listed include:
• Proof of liability insurance
• Applicator license(s)
• Termite control program
• Bird control program
• SDS for all chemicals
• EPA approvals for chemicals
• Employee FIFRA training documentation
• Detailed work schedule
• TERO documentation
• Past performance references
Clarification on the timing of these submissions will help ensure we provide a fully compliant proposal ?
Submittals are due no later than 10 working days after award, in accordance with Section
10.0 of the SOW. Any items required for evaluation would have been included in the proposal submission requirements.
18. Can you clarify the termite treatment schedule in Section 6.4? Is the 5-year protection retreatment a one-time service starting in February 2027, or is the treatment itself an annual requirement? We need this confirmation to provide accurate pricing for the contract ? And do we need to submit a separate quote for this or include the pricing in the Quote with this proposal ?
The 5-year termite re-treatment will be due in February 2027. Following the re-treatment, termite inspections will be conducted annually. Pricing for this requirement shall be included in the proposal.
