About this file

This document is a Quality Assurance Plan (QAP) for the Pollution Area - Munitions and Explosives of Concern (MEC) geospatial data layer of the Army's Installation Geospatial Information and Services (IGI&S) Program. The QAP was developed by the Office of the Assistant Chief of Staff for Installation Management (OACSIM) and the Environmental Division of the Installation Services Directorate. It provides guidance on the roles and responsibilities, feature descriptions, policy requirements, geospatial representations, valid data sources, and attribute specifications for the MEC pollution area data layer.

The MEC pollution area data layer captures areas known or suspected to contain MEC, including unexploded ordnance, discarded military munitions, or munitions constituents. This information is critical for managing and monitoring response actions to address explosives safety risks at Army installations. The QAP specifies that the data must meet minimum positional accuracy, logical consistency, completeness, and temporal requirements, and be sourced from authoritative databases such as the Army Environmental Database - Compliance Related Cleanup and Army Environmental Database - Restoration.

1.2 Feature Description

A Munitions and Explosives of Concern (MEC) pollution area is an area depicting the boundaries of an area known or suspected to contain MEC. MEC is a term that distinguishes specific categories of military munitions that may pose a unique explosive hazard, including unexploded ordnance (UXO), discarded military munitions (DMM), or munitions constituents

(MC) present in high enough concentrations to pose an explosive hazard. Response actions, to address MEC on defense sites, including both investigations and removal/remedial actions, occur on Munitions Response Areas (MRAs) and Munitions Response Sites (MRSs). An MRA is any area that is known or suspected to contain MEC. An MRS is the specific discrete location within an MRA that is known to require a munitions response (either an investigation or removal of munitions). For example, a former range area may be an MRA, but only that portion of the range

(e.g., a target area) for which a response action has been identified would be the MRS. Not only are MEC potentially hazardous to human health and the environment, they are often difficult to locate, arduous to manage, and costly to remove. Response actions to address MEC often involve large areas, are costly, and can take many years to achieve Response Complete.

Response actions to address MEC can be conducted under the Defense Environmental

Restoration Program (DERP) or outside of DERP as non-DERP Compliance-Related Cleanup

(CC). Installations are required to respond to releases of MEC or MC from an operational range to off-range areas, when the release poses or may pose an imminent and substantial threat to human health or the environment. Installations are to investigate and address, as appropriate, the explosives safety, human health, or environmental risks presented by MEC and maintain permanent records of the coordinates of all areas known or suspected to contain MEC.

It should be noted that UXO present on operational ranges is represented in the

UXOContamination and UnexplodedOrdnanceClearance data layers in SDSFIE 3.1, but not the

PollutionArea_MEC data layer discussed in this document. MEC pollution areas only include

MRAs and MRSs associated with DERP or CC response actions.

The PollutionArea_MEC data layer is not to be used to depict the location of munitions debris

(remnants of munitions such as fragments, penetrators, projectiles, shell casings, links, fins, etc.

remaining after munitions use, demilitarization, or disposal that do not realistically pose an explosive hazard). Areas where munitions debris is found but where MEC is absent will be captured in a stand-alone feature type that represents and is used to store munitions debris features (still under development).

Likewise, this data layer is not to be used to depict the location of MEC items that are considered

“orphan munitions” and are not associated with an MRA or MRS.

1.3 Characterization

MEC pollution areas represent specific locations where explosives safety risks may exist because

MEC is known or suspected to be present. When implementing the area geometry, the MEC pollution area layer will include polygons representing the boundary defining the furthermost geographic extent of the area. This geospatial data layer should be used to capture one polygon per site. Mapping of MEC pollution area sites is critical for long-term strategic management and monitoring. Accurate depiction of current MEC pollution area sites will allow for the rapid identification of areas for future surveying and building of action plans to manage those areas properly. When implementing the point geometry, the MEC pollution area geospatial data layer will include points representing the centroid or location of the site.

3.0 REPRESENTATION

3.1 Geographic Representation

MEC pollution area features will be stored in the SDSFIE 3.1 Army Adaptation

PollutionArea_MEC subclass, which was created to capture pollution areas related to specific categories of military munitions that may pose unique explosives safety hazards. The SDSFIE

3.1 Army Adaptation PollutionArea_MEC subclass was created as a breakout from the

PollutionArea parent feature type. The SDSFIE 3.1 Army Adaptation will utilize this feature type’s default geometry of area. Additional subclasses of the PollutionArea_MEC subclass are not permitted. Use of alternate geometries is allowed for the PollutionArea_MEC feature.

When implementing the area geometry, the MEC pollution area geospatial data layer will include closed polygons representing the outermost geographic extents of the site. Each polygon shall pertain to a single site. When implementing the point geometry, the MEC pollution area data layer will include discrete points that represent the approximate centroid or location of the MEC pollution area features.

3.2 Positional Accuracy

MEC pollution area features must, at a minimum, meet a level of positional accuracy for depiction on a 1:24,000 scale cartographic product. The minimum absolute horizontal accuracy for MEC pollution area features is 6 meters. The horizontal accuracy must be compiled, tested, and reported in accordance with Part 3 of the Federal Geographic Data Committee's Geospatial

Positioning Accuracy Standards: the National Standard for Spatial Data Accuracy (NSSDA).

Spatial accuracy must be reported at the 95% confidence level. The spatial accuracy standard is available at http://www.fgdc.gov/standards/standards_publications/index_html. Vertical accuracy is not currently tested for the Pollution area - MEC geospatial data layer.

3.3 Logical Consistency

MEC pollution area polygon features may overlap but shall be attributed properly to uniquely define each area. Overlapping polygons may exist to distinguish between attributes of MEC pollution area locations. Polygon features should be validated for connectivity and not contain undershoots, overshoots, node mismatches, dangling arcs, or self-overlaps. Pollution area – MEC point features should be individual centroids with unique coordinates. Individual military munitions or munitions constituents shall be listed in the attribute table.

3.4 Completeness

This geospatial data layer must include all MEC pollution area features within the installation’s site(s) boundary or the boundary of land owned, leased, or held by the installation.

The MEC pollution area geospatial data layer will contain attribute fields in accordance with the current OACSIM approved Army Adaptation to the current SDSFIE version. Although all attribute fields must exist in the attribute table, only those attribute fields listed in Table 4 -

Required Populated Attributes, are required to be populated.

http://www.fgdc.gov/standards/standards_publications/index_html

3.5 Temporal Representation

The MEC pollution area geospatial data layer will reflect existing conditions. Updates to the completed MEC pollution area geospatial data layer will occur when existing pollution areas –

MEC are changed or when MEC pollution areas are added or removed from the installation. At a minimum, the MEC pollution area geospatial data layer will be updated annually.

3.6 Spatial Reference

The bounding coordinates to capture the north, south, east, and west-most spatial extents of the

MEC pollution area geospatial data layer will be based on one of the following: a) Universal

Transverse Mercator (UTM) Zone, meters or b) local State Plane Coordinate System, feet. At a minimum, feature types within the database should have a spatial reference with a precision of

1,000. The horizontal datum to be utilized is World Geodetic System 1984 (WGS84), and the vertical datum shall be Mean Sea Level (MSL) as determined by the Earth Gravitational Model

2008 (EGM2008) Geoid.

4.0 VALID SOURCES AND SOURCE SELECTION CRITERIA

Information for the MEC pollution area geospatial data layer must be obtained and/or validated at the installation level from the environmental SME, or equivalent. The environmental SME will have overall responsibility for completing and updating the spatial, attribute and metadata features of the MEC pollution area geospatial data layer in accordance with this QAP. In all cases, the Data Steward should work with the SME to identify the most reliable source for the

MEC pollution area geospatial data layer.

4.1 Feature Specific Sources and Toolsets

The following sources of data will be considered for capturing new geospatial data collection efforts or updating existing geospatial data. These sources are to be used in conjunction with the sources listed in the Valid Sources and Source Selection Criteria section of the QAP General

Guidance document: https://www.us.army.mil/suite/doc/43327385.

Environmental Resources Databases – Military database records containing environmental cleanup site inventory attributes and properties.

Environmental Restoration Information System (ERIS) – ERIS and ERIS Range is a central repository for Army installation chemical, geological, and hydrology data to document the Army environmental restoration and range program field data.

Army Environmental Database – Compliance Related Cleanup (AEDB-CC) – The

AEBD-CC provides a means of identifying CC requirements and demonstrating that those requirements are auditable and defensible in the Army’s budget and programming process. The principal goal of CC at Army installations is to perform appropriate, cost-effective cleanup to protect human health, safety, and the environment, and to sustain operational readiness and training.

https://www.us.army.mil/suite/doc/43327385

Army Environmental Database – Restoration (AEDB-R) – The Army Environmental

Database-Restoration (AEDB-R) is the first Army reporting system under the Army’s

Environmental Database, a centralized and integrated collection of Army environmental data.

5.0 HQDA SOURCE DATABASES

The Headquarters, Department of the Army (HQDA) source database is the authoritative, auditable source of information where data is recorded. Properly utilizing HQDA source databases is crucial to maintaining accurate and relevant information. Maintaining duplicative databases is inefficient, undermines the reliability of the information, and creates unsustainable business processes. Departments within HQDA are currently collaborating to ensure business systems are interoperable to ensure reduced redundancy.

Environmental Database of Record

Headquarters Army Environmental System (HQAES) is the enterprise information system that enables the Army to collect, analyze, and report environmental data in an efficient and effective manner.

Headquarters Army Environmental System: HQAES is the authoritative environmental database of record for the Army Environmental Program. Users at any level can see and use their environmental data in HQAES. This system utilizes technology with sufficient tools to support Army Headquarters, Commands, and installation needs. The data collected for reporting is transparent and supports interoperability. HQAES collects all data once and distributes the information to several enterprise and feeder systems.

ATTRIBUTES

The DoD I&E community has been operating in compliance with the SDSFIE data model since

FY07. The SDSFIE 3.1 Army Adaptation is the current geospatial data standard for the Army

IGI&S community. Further guidance pertaining to the implementation of the SDSFIE 3.1 Army

Adaptation can be found in the guide listed below.

6.2 Attribute Tables

In order to comply with DoD and Army IGI&S Program geospatial data standards, all attributes must exist in the PollutionArea_MEC feature type; however, not all of the attribute fields are required to be populated in every feature type. Table 4 identifies the attribute fields required to be populated, their definitions, acceptable values, and the authoritative data source from where the attribute value should originate. In addition to the attributes listed in Table 4, the geometry-appropriate SDSFIE 3.1 Gold Foundational attributes must be present in the feature type schema.

See the QAP General Guidance for more information about Foundational and Common attributes.

GIS databases are the authoritative data source for only feature level latitude and longitude attribute data. Other feature level attribute data must be properly obtained from its appropriate authoritative data source, per guidance in this QAP, and not maintained in a GIS attribute table.

Departments within OACSIM are currently collaborating to ensure all vital data is stored and maintained in its proper business system. When connectivity with HQDA source databases is established, only those attribute fields whose source database is “IGI&S Generated” will be stored in the geospatial database. As such, attributes identified as belonging in HQAES but not currently located in HQAES, have been placed into a section in attribute table titled “Pending

HQAES Interface”. These attributes should continue to be collected and maintained utilizing guidance in this QAP until new guidance is published indicating their placement in HQAES.
