About this file

This document is a Quality Assurance Plan (QAP) for the Environmental Regulated Facility Complex geospatial data layer as part of the Army's Installation Geospatial Information and Services (IGI&S) program. The QAP was developed by the Office of the Assistant Chief of Staff for Installation Management (OACSIM) and provides detailed guidance on how this data layer should be represented, sourced, and maintained. The data layer captures facilities that are regulated or monitored due to environmental concerns, such as those designated by the Environmental Protection Agency under various programs like the Clean Air Act and the Clean Water Act. The QAP covers requirements for geographic representation, positional accuracy, logical consistency, completeness, temporal representation, and spatial reference. It also specifies the authoritative data sources, including the Headquarters Department of the Army's Headquarters Installation Information System and Headquarters Army Environmental System databases, that should be used to populate the required attributes for this data layer.

The QAP is part of the Army's efforts to standardize geospatial data in compliance with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) 3.1 Army Adaptation. It provides the technical guidance necessary to ensure the environmental regulated facility complex data is consistently captured and maintained across Army installations to support long-term strategic management and monitoring of these environmentally sensitive assets.

1.2 Feature Description

An environmental regulated facility complex is a facility that is regulated or monitored because of environmental concerns. The facility is designated by the Environmental Protection Agency

(EPA). Facilities included in this layer are monitored or regulated by one or more of the following EPA programs:

Air Facility System (AFS): The AFS contains compliance and permit data for stationary sources of air pollution regulated by the EPA, state, and local air pollution agencies. This information is used by the environmental regulatory community to track the compliance status of point sources with various programs regulated under the Clean Air Act. States use AFS information to prepare

State Implementation Plans (SIPs). Stationary source data are submitted to AFS monthly and/or quarterly by State and/or Local agencies.

Safe Drinking Water Act (SDWA): The SDWA was created to regulate the nation’s drinking water supply to protect public health. The Act was later amended to include actions to protect drinking water and its sources such as rivers, lakes, and springs. To protect against both manmade and naturally occurring contaminants (i.e. animal wastes, pesticides, improperly disposed of chemicals) the EPA set national health-base standards.

Permit Compliance System (PCS): The PCS is an EPA national database used to track National

Pollutant Discharge Elimination System (NPDES) surface water permits issued under the Clean

Water Act. The PCS automates entry, updating, and retrieval of NPDES data and tracks permit issuance, permit limits, monitoring data, and other data pertaining to facilities regulated under

NPDES.

Toxic Release Inventory System (TRIS): The TRIS is a publicly available EPA database that contains information on toxic chemical releases and other waste management information and pollution prevention activities reported annually by certain covered industry groups, as well as federal facilities. This inventory was established under Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986 and expanded by Section 6607 of the

Pollution Prevention Act (PPA) of 1990. The TRIS is a source of information on more than 650 designated toxic chemicals and compounds used, manufactured, treated, transported, or released into the environment since 1987.

Comprehensive Environmental Response, Compensation and Liability Information System

(CERCLIS): The CERCLIS is the EPA’s inventory of abandoned, inactive, or uncontrolled hazardous waste sites regulated under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). It contains information on hazardous waste site assessment and remediation from 1983 to the present. The CERCLIS is used to record information about all aspects of hazardous waste sites, from initial discovery to listing on the

National Priorities List (NPL).

Resource Conservation and Recovery Act Information System (RCRAInfo): The RCRAInfo is the EPA’s comprehensive information system in support of the Resource Conservation and

Recovery Act (RCRA) of 1976 and the Hazardous and Solid Waste Amendments (HSWA) of

1984. It tracks many types of information about generators, transporters, treaters, storers, and disposers of hazardous waste. The RCRAInfo replaces the data recording and reporting abilities of the Resource Conservation and Recovery Information System (RCRIS) and the Biennial

Reporting System (BRS).

1.3 Characterization

Environmental regulated facility complexes are designated by the EPA and are regulated or monitored because of environmental concerns. These facilities may be represented either as a polygon or as a point, depending upon the size of the facility, the source data used to capture the feature, and the accuracy standards and scale defined for the geospatial data layer. When implementing the area geometry, the environmental regulated facility complex geospatial data layer will include polygons depicting the boundary defining the facility. This geospatial data layer should be used to capture one polygon per feature. When implementing the point geometry, the environmental regulated facility complex geospatial data layer will include points representing the centroid or location of the facility.

Mapping of environmental regulated facility complexes is critical for long-term strategic management and monitoring. Accurate depiction of all environmental regulated facility complexes will allow for the rapid identification of areas for future surveying and building of action plans to manage those areas properly.

3.0 REPRESENTATION

3.1 Geographic Representation

Environmental regulated facility complex features should be stored in the SDSFIE 3.1 Army

Adaptation EnvRegulatedFacilityComplex feature type, which was created to store facilities that are regulated or monitored because of environmental concerns. The SDSFIE 3.1 Army

Adaptation utilizes this feature type’s default geometry of area. Use of alternate geometries is allowed for the EnvRegulatedFacilityComplex feature type. If an installation requires the use of a subclass to the EnvRegulatedFacilityComplex feature type to properly store environmental regulated facility complex features, a new subclass must be created in accordance with the Army

IGI&S Program SDSFIE Implementation Guidance.

When implementing the area geometry, the environmental regulated facility complex geospatial data layer will include closed polygons representing the outermost geographic extents of the facility. Each polygon shall pertain to a single facility. When implementing the point geometry, the environmental regulated facility complex geospatial data layer will include discrete points that represent the approximate centroid or location of the environmental regulated facility complex features.

3.2 Positional Accuracy

Environmental regulated facility complex features must, at a minimum, meet a level of positional accuracy for depiction on a 1:1,200 scale cartographic product. The minimum absolute horizontal accuracy for environmental regulated facility complex features is 1.0 foot. The horizontal accuracy must be compiled, tested, and reported in accordance with Part 3 of the

Federal Geographic Data Committee's Geospatial Positioning Accuracy Standards: the National

Standard for Spatial Data Accuracy (NSSDA). Spatial accuracy must be reported at the 95% confidence level. The spatial accuracy standard is available at http://www.fgdc.gov/standards/standards_publications/index_html. Vertical accuracy is not currently tested for the environmental regulated facility complex geospatial data layer.

3.3 Logical Consistency

Environmental regulated facility complex polygon features should not overlap and shall be attributed properly to uniquely identify each area. These features should be validated for connectivity and not contain undershoots, overshoots, node mismatches, dangling arcs, or self-http://www.apd.army.mil/ http://www2.epa.gov/laws-regulations/regulations http://www.fgdc.gov/standards/standards_publications/index_html overlaps. Environmental regulated facility complex point features should be individual centroids or locations with unique coordinates. Environmental regulated facility complex features should not be captured as multi-part features.

3.4 Completeness

This geospatial data layer must include all environmental regulated facility complex features within the installation’s site(s) boundary or the boundary of land owned, leased, or held by the installation and may include features outside the boundary if a business case exists.

The environmental regulated facility complex geospatial data layer will contain attribute fields in accordance with the current OACSIM approved Army Adaptation to the current SDSFIE version. Although all attribute fields must exist in the attribute table, only those attribute fields listed in Table 4 - Required Populated Attributes, are required to be populated.

3.5 Temporal Representation

The environmental regulated facility complex geospatial data layer will reflect existing conditions. Updates to the completed environmental regulated facility complex geospatial data layer will occur when existing environmental regulated facility complexes are changed or when environmental regulated facility complexes are added or removed from the installation. At a minimum, the environmental regulated facility complex geospatial data layer will be updated annually.

3.6 Spatial Reference

The bounding coordinates to capture the north, south, east, and west-most spatial extents of the environmental regulated facility complex geospatial data layer will be based on one of the following: a) Universal Transverse Mercator (UTM) Zone, meters or b) local State Plane

Coordinate System, feet. At a minimum, feature types within the database should have a spatial reference with a precision of 1,000. The horizontal datum to be utilized is World Geodetic

System 1984 (WGS84), and the vertical datum shall be Mean Sea Level (MSL) as determined by the Earth Gravitational Model 2008 (EGM2008) Geoid.

4.0 VALID SOURCES AND SOURCE SELECTION CRITERIA

Information for the environmental regulated facility complex geospatial data layer must be obtained and/or validated at the installation level from the environmental SME, or equivalent.

The environmental SME will have overall responsibility for completing and updating the spatial, attribute and metadata features of the environmental regulated facility complex geospatial data layer in accordance with this QAP. In all cases, the Data Steward should work with the SME to identify the most reliable source for the environmental regulated facility complex geospatial data layer.

4.1 Feature Specific Sources and Toolsets

The following sources of data will be considered for capturing new geospatial data collection efforts or updating existing geospatial data. These sources are to be used in conjunction with the sources listed in the Valid Sources and Source Selection Criteria section of the QAP General

Guidance document: https://www.us.army.mil/suite/doc/43327385.

Master Plans or CRCLA Cleanup Sites – The master plan or cleanup site blueprints should be less than 2 years old.

5.0 HQDA SOURCE DATABASES

The Headquarters Department of the Army (HQDA) source database is the authoritative, auditable source of information where data is recorded. Properly utilizing HQDA source databases is crucial to maintaining accurate and relevant information. Maintaining duplicative databases is inefficient, undermines the reliability of the information, and creates unsustainable business processes. Departments within HQDA are currently collaborating to ensure business systems are interoperable to ensure reduced redundancy.

Real Property Database of Record

HQDA maintains the Headquarters Installation Information System (HQIIS), a repository of Army real property assets and related data. HQIIS contains active Army, Army National Guard (ARNG), United States Army Reserve (USAR), and United

States Army Corps of Engineer (USACE) military real property inventory data and related data.

Headquarters Installation Information System: HQIIS is an Army enterprise level comprehensive information repository and the Army’s authoritative source for Real Property Installation, Site, Enclave, Complex and Base data supporting the Installation, Energy and Environment (IE&E) business domain. HQIIS is the single Army system interfacing with OSD’s Site and Asset Registry system and key Army systems. HQIIS is the central ‘hub’ for data exchanges satisfying statutory and regulatory requirements between OACSIM and its business related systems as well as providing the ability to analyze Army’s Real Property data.

HQIIS is populated from the following installation level real property databases:

General Fund Enterprise Business System (GFEBS), Planning Resource

Infrastructure Development and Evaluation (PRIDE), Real Estate Management

Information System (REMIS) and Rental Facility Management Information

System (RFMIS).

Environmental Database of Record

Headquarters Army Environmental System (HQAES) is the enterprise information system that enables the Army to collect, analyze, and report environmental data in an efficient and effective manner.

Headquarters Army Environmental System: HQAES is the authoritative environmental database of record for the Army Environmental Program. Users at any level can see and use their environmental data in HQAES. This system utilizes technology with sufficient tools to support Army Headquarters, Commands, and installation needs. The data collected for reporting is transparent and supports interoperability. HQAES collects all data once and distributes the information to several enterprise and feeder systems.

6.2 Attribute Tables

In order to comply with DoD and Army IGI&S Program geospatial data standards, all attributes must exist in the EnvRegulatedFacilityComplex feature type; however, not all of the attribute fields are required to be populated in every feature type. Table 4 identifies the attribute fields required to be populated for environmental regulated facility complexes, their definitions, acceptable values, and the authoritative data source from where the attribute value should originate. In addition to the attributes listed in Table 4, the geometry-appropriate SDSFIE 3.1 https://hqaes.army.mil/my.policy https://www.us.army.mil/suite/doc/42118840

Gold Foundational attributes must be present in the feature type schema. See the QAP General

Guidance for more information about Foundational and Common attributes.

GIS databases are the authoritative data source for only feature level latitude and longitude attribute data. Other feature level attribute data must be properly obtained from its appropriate authoritative data source, per guidance in this QAP, and not maintained in a GIS attribute table.

Departments within OACSIM are currently collaborating to ensure all vital data is stored and maintained in its proper business system. When connectivity with HQDA source databases is established, only those attribute fields whose source database is “IGI&S Generated” will be stored in the geospatial database. As such, attributes identified as belonging in HQAES but not currently located in HQAES, have been placed into a section in attribute table titled “Pending

HQAES Interface”. These attributes should continue to be collected and maintained utilizing guidance in this QAP until new guidance is published indicating their placement in HQAES.
