EPOXY FLOOR AT FCI FOOD SERVICE
FCI ENGLEWOOD, COLORADO
CLARIFICATIONS
QUESTION: The SOW specs & plan call for Epoxy flooring in most areas + Urethane flooring of 322 SF at tilt skillets & pot/pan wash areas. The specs call out 3 products: Stonclad UT, ICO Ure Guard & Prime Cast 2410 (Or Equal); Described as 2 part “epoxy urethane system”. All 3 specified products are essentially the same type of flooring-3 part- Urethane/Cementitious Mortar with broadcast of graded aggregates. The top coats are slightly different as specified, but all 3 brands of flooring specified can accept top coats of either Urethane top Coat or Novolac Epoxy top coat. Note: the Urethane Top-Coat is better for Heat Resistance & almost as good for chemical resistance as the Novolac Epoxy. In other words, other than the Top coats specified, all 3 are similar products by different manufacturers:
Is this the true intent? Or are we looking for an “Epoxy” Flooring in the Kitchen areas?
BOP RESPONSE: Yes, the intent is to consider varied manufacturers if their product meets or exceeds the characteristics specified in the Specification. In the areas under the tilt kettles and pot pan wash, a urethane mortar system is specified due to the fact these areas are exposed to excessive hot water. Epoxy will be considered acceptable for this area if it meets or exceeds the characteristics specified in the Specification for urethane mortar.
Can we utilize one brand with differing Top Coats for all areas since the basic make-up of all 3 are essentially the same product by different manufacturer? (Especially since 2 of the manufacturers are also installers)
BOP RESPONSE: Yes.
We propose to provide a V.E. proposal utilizing BASF’s Flooring Systems that are equal to the specified. Attached are product data info of the proposed BASF products for approval.
BOP RESPONSE: A "V.E." (Value Engineering Change Proposal/VECP) is not applicable during the solicitation phase. This would fall under clause 52.248-3 Value Engineering - Construction (Oct 2010) located on page 13 of the solicitation document. As detailed in the text of that clause, a VECP would apply after award and could be submitted as a modification proposal. However, your question applies more under provision 52.211-6 Brand Name or Equal (Aug 1999) located on page 22 of the solicitation document. The BOP would consider the proposed BASF flooring system as an equal under this clause.
QUESTION: Who will be providing the dumpster and where will it be staged?
BOP RESPONSE: BOP will provide a dumpster and will place it outside the secure perimeter. BOP will dispose of all construction waste/debris related to this work.
QUESTION: There is a potential that all doors in the proposed work area will need to be adjusted up to allow for the new epoxy floor. Who will be responsible for adjusting the existing doors?
BOP RESPONSE: BOP will be responsible.
QUESTION: In the Dry Storage area the floor potentially has ACMs present. Will the Government provide the Asbestos Report for this room?
BOP RESPONSE: Test results were received (attached). Asbestos containing materials were identified in the floor tile of the dry storage room. This area will be abated at the Government’s expense prior to this contract work commencing. Asbestos abatement will not be included in this contract.
QUESTION: What is the composition of the current flooring that is to be removed (number of layers, material composition, thickness of any grout beds, etc.)?
BOP RESPONSE: Concrete, quarry tile, existing epoxy. No flooring will be removed as part of this contract. Epoxy flooring system will be installed as an overlay.
QUESTION: For bidding purposes, what is the daily estimated duration required to process through security procedures before the crew is able to begin work?
BOP RESPONSE: One hour minimum.
QUESTION: For bidding purposes, what is the daily estimated duration required to process through security for the crew to exit the facility?
BOP RESPONSE: One hour minimum.
QUESTION: What are the daily hours available for construction work?
BOP Response: The daily work hours are covered under section 1.5 of the Specification.
QUESTION: Will the entire area be non-operational and available for construction all at once? If not, how many phases will be required to complete the work?
BOP RESPONSE: Yes, entire area available, no "phase work" will be required. However, the government will dictate the order in which each area will be completed based on the priority to place the area back into service; i.e. vestibule, dining hall, kitchen, corridor, storage areas, freezer/cooler etc.

Bulk Sample Analysis
BULK SAMPLE ANALYSIS PROCEDURES:
Page ,;;l of .9.
DCM Science Laboratory, Inc. analyzes bulk asbestos samples following procedures developed by the Mccrone Research Institute and in compliance with guidelines established by the Environmental Protection Agency (EPA-600/M4-82-020, 1982 and EPA-600/R-93/116, July, 1993).
Bulk samples are prepared for analysis using a 1 OX-SOX stereo microscope in a hepa filter hood which provides a contamination-free environment. The sample is then analyzed by polarized light microscopy (PLM) at 100X. When the sample consists of more than one layer, each layer is prepared and analyzed separately.
Fiber and matrix materials are identified by the characterization of optical properties including color and pleochroism, form , cleavage, relief, birefringence, extinction, orientation, twinning , interference figure and other distinguishing features. Dispersion staining is also used to further aid in mineral identification. All percentages of asbestos, other fibers and non-fibrous constituents are calculated from the values obtained from analyses using the stereo and PLM microscopes. In-house and NIST standards as well as a chart prepared by R.D.
Terry and G.V. Chilinger for "The Journal of Sedimentary Petrology", (Volume 24, pp. 229-234, 1955) provide a guide for estimating percentages. All samples are archived for six months unless other arrangements are made by the client.
