About this file
This Invitation for Bid (IFB) #Y25-173 is issued by Orange County, Florida for a Diesel Fuel Tank Replacement project. The scope of services requires a certified Pollutant Storage System Contractor to provide and install one 10,000-gallon double wall steel fuel storage tank (UL-2085), including complete removal of the existing tank and associated infrastructure. The project involves comprehensive tank removal processes, including fuel extraction, environmental notification to the Florida Department of Environmental Protection (FDEP), transportation of old tanks, and complete installation of a new tank with associated reconnection of fuel lines, electrical systems, and testing. The solicitation is electronically submitted through the OpenGov e-Procurement Platform, with sealed offers accepted until 4:00 pm EST on Tuesday, March 11, 2025.
The project requires detailed technical specifications, including specific coating requirements using Tnemec Series epoxy and polyurethane products, with a total minimum system finish of 10.0 mils for ferrous metal surfaces. Contractors must perform comprehensive testing, including pressure testing of lines, leak detection system verification, and tank component testing, all of which must be approved by FDEP before fuel can be reintroduced to the tank. The contractor is responsible for all disposal costs, providing disposal manifests, and ensuring environmental compliance throughout the tank replacement process. No specific pricing information is provided in the document, but the scope suggests a comprehensive, turnkey tank replacement service with strict environmental and technical standards.
