About this file
The document is a Tank Project Information Handout issued by Orange County Risk Management, detailing requirements and procedures for fuel storage tank installations, upgrades, and removals at Orange County owned facilities. The handout provides comprehensive guidelines for contractors working on tank projects, including specific documentation requirements such as shop drawings, specifications, surveys, event schedules, and disposal documentation for existing tank systems. Contractors must use a PSSSC (Professional Service Specialty Contractor) certified under Chapter 489, Florida Statutes, and ensure all proposed storage tank equipment is registered with the Florida Department of Environmental Protection (FDEP) and has an Equipment (EQ) number.
Risk Management will serve as the liaison between FDEP and the contractor, with specific responsibilities including coordinating site visits, conducting closure integrity evaluations, submitting notifications to FDEP, scheduling inspections, preparing storage tank registration forms, and ensuring financial responsibility documentation. Critical requirements include that fuel cannot be placed in the tank system until all testing is complete, approved inspections are passed, financial responsibility is demonstrated, and an FDEP placard is present. The document emphasizes thorough documentation, timely notifications, and compliance with Florida Administrative Code rules 62-761 and 62-762, with contact information provided for Orange County Risk Management personnel to facilitate the process.
