About this file
This Scope of Services document from Orange County, Florida details specifications for a hauling transfer trailers contract (Solicitation Y25-1037) requiring transportation services for waste transfer between two county facilities and the Orange County Landfill. The contractor shall provide on-demand hauling services seven days per week between 5:30 AM and 5:30 PM, excluding Thanksgiving and Christmas Day, with an estimated 25 to 180 trips per week. The contract involves four primary transportation routes: Porter Transfer Station to the landfill staging area (approximately 46 miles round trip), L.B. McLeod Transfer Station to the staging area (approximately 42 miles round trip), Porter Transfer Station to the landfill work face, and L.B. McLeod Transfer Station to the landfill work face (approximately 42 miles round trip). Work assignments are structured as full-day commitments lasting approximately 10 to 12 hours. The solicitation deadline is September 30, 2025, at 4:00 PM EST through the OpenGov e-Procurement Platform, with a non-mandatory pre-solicitation meeting on September 4, 2025, and a question submission deadline of September 9, 2025, at 5:00 PM EST. The contract is awarded on an all-or-none basis to the lowest responsive and responsible bidder for a five-year term with potential Consumers Price Index (CPI-U) escalations up to 4 percent annually after the initial year.
The contractor must maintain a minimum of two operational tractors equipped with hydraulic "wet kits" compatible with the county's aluminum Keith Walking Floor trailers and demonstrate the ability to respond to hauling requests within 48 hours. Historical average payload is approximately 20 tons per trailer with a maximum loaded weight of 80,000 pounds. All drivers must complete a county-designated safety course at no cost before commencing work and shall maintain detailed trip logs verified by transfer station supervisors. The contractor bears all transportation expenses, including tolls, and must comply with county safety and operating requirements. No minimum purchase quantity is guaranteed, and the county does not obligate any specific volume of services. Pricing is structured per trip with no specific budget range identified, though the scope indicates a substantial multi-year transportation services contract with significant operational revenue potential for the selected contractor.
