About this file
This is a Scope of Services document from Orange County Solid Waste Division for a solid waste transportation contract. The document outlines requirements for hauling waste from two transfer stations (Porter Transfer Station and L.B. McLeod Transfer Station) to the Orange County Landfill. The contractor will be responsible for transporting waste using their own tractors, with estimated weekly trips ranging from 25 to 180 and daily trips from 1 to 30. Services are required seven days a week between 5:30 AM and 5:30 PM, excluding only Thanksgiving and Christmas Day. The contract requires a minimum of two tractors, with drivers completing a county safety course and operating within specific transportation routes that involve loading at transfer stations, delivering to landfill staging areas or work faces, and returning empty trailers.
The contract specifies technical requirements including operational hydraulic "wet kits" for trailers, weighing on county scales, and adherence to site-specific safety protocols. Round trip mileage is approximately 46 miles from Porter Transfer Station and 42 miles from McLeod Transfer Station to the landfill, with the contractor bearing all transportation expenses and toll costs. Work assignments are structured as full-day commitments of approximately 10-12 hours, with trailers supplied by Orange County Solid Waste Division being aluminum with walking floors. The historical average payload is approximately 20 tons per trailer, with a maximum total weight of loaded tractor and trailer not exceeding 80,000 pounds. The contractor must be able to respond to hauling requests within 48 hours and maintain detailed trip logs verified by transfer station supervisors.
