About this file

This is a Public Notice for an Invitation for Bid (IFB) issued by the Illinois Department of Public Health (IDPH) for nucleic acid amplification testing instrumentation and supplies to detect Neisseria gonorrhea and Chlamydia trachomatis. The solicitation (26-482DPH-OFCDI-B-50488) seeks a fully automated NAAT platform capable of simultaneously detecting both pathogens from multiple specimen types including vaginal, endocervical, throat, and rectal swabs as well as urine specimens. The instrumentation will be centrally located at the IDPH Carbondale Laboratory (1155 South Oakland Avenue, Carbondale, IL 62901) to support sexually transmitted infection prevention and surveillance programs. IDPH estimates annual test volumes of 25,000 tests each for NG and CT, along with 30,000 collection kits per year, though these figures are estimates only and do not guarantee purchase quantities. The initial contract term is five years from the last dated signature with options to renew for up to five additional years in any combination, allowing a maximum total contract term of ten years. All written questions must be submitted within fifteen days of the published bid date of January 14, 2026, with bids due electronically through the BidBuy platform by February 25, 2026. Installation and validation of instrumentation is required within 90 days of contract execution, with on-site training required within 10 business days of installation.

Pricing must be submitted as firm, fixed-price per test kit with all ancillary costs including instrumentation rental, maintenance, parts, shipping, and support services included in the per-kit fee, with no additional charges or penalties applied for volume variances from estimated quantities and renewal pricing remaining constant throughout the contract term. There is no Business Enterprise Program (BEP) goal or set-aside designation, meaning all qualified vendors are eligible to bid regardless of ownership status. The awarded vendor must provide a complete reagent-rental style solution including FDA-cleared or FDA-approved instrumentation, preventative maintenance, calibration, software licenses, training, and validation support with all services performed in the United States at the Carbondale Laboratory location. Vendors must possess general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law, with no subcontracting permitted. Award will be made to the lowest priced responsive and responsible bidder, and the contract may be partially or wholly funded with federal funds, with funding percentages and dollar amounts to be disclosed upon notice of award. The State of Illinois retains the right to terminate the contract for convenience with thirty days' notice without penalty and may terminate for cause immediately if performance jeopardizes health, safety, or property. All vendors must submit appropriate financial disclosure forms at the time of bid closing, and parent entity disclosures are required for all contracts with an annual value exceeding $100,000; failure to submit required disclosures will result in bids being deemed non-responsive.

The Illinois Department of Public Health (IDPH) is issuing this Invitation for Bid (IFB) for NG/CT Nucleic Acid Amplification Testing instrumentation and supplies. Vendors are invited to review the solicitation documents and submit a responsive bid in accordance with the instructions provided in BidBuy.

Please note the following important requirements:

1. No Material Changes to Section 1 of the Contract Section 1 of the draft contract contains mandatory terms and conditions that cannot be altered or redlined. Any bid submission that includes material changes to Section 1 will be deemed non-responsive and cannot be considered for award. Vendors must accept these terms as published.

2. Financial Disclosure Requirements All vendors must submit the appropriate financial disclosure forms at the time of bid closing. These forms are listed in the Attachments section of the IFB and include:

· State of Illinois Vendor Disclosure (formerly Forms A) – for vendors without active IPG registration.

· IPG Active Registered Vendor Disclosure (formerly Forms B) – for vendors with active IPG registration.

If you are unsure which version applies to your organization, we strongly recommend submitting both forms to avoid being deemed non-responsive.

Parent Entity Disclosures:

If the vendor has one or more parent entities with 100% ownership, each parent entity must also complete and submit a separate Financial Disclosures and Conflicts of Interest form. This form is required for all contracts with an annual value exceeding $100,000 and must be submitted at the time of bid closing. Failure to submit the required parent entity disclosures will result in the bid being deemed non-responsive.

3. Submission Instructions All bid responses must be submitted electronically through BidBuy by the deadline listed in the BidBuy posting. Late submissions or incomplete documentation will result in disqualification.

For questions or clarifications, please contact the individual listed in the “Info Contact” field of the BidBuy posting. We appreciate your interest in partnering with IDPH and look forward to your participation.
