About this file
This is an Invitation for Bid (IFB) form submitted as an offer to the State of Illinois Department of Transportation (IDOT) for continuous count sites in District One. The solicitation seeks services for approximately 50 continuous count sites located within IDOT District One. The document serves as the official bid submission form where vendors must declare compliance with all solicitation requirements, identify their business entity, and confirm their understanding that failure to meet all specified requirements constitutes grounds for disqualification.
The form provides bidders the opportunity to claim applicable preferences under the Illinois Procurement Code, including the Illinois Business Preference and Domestic Product Preference, with vendors required to submit supporting affidavits or documentation as appropriate. Bidders may also submit exceptions to the Standard Terms and Conditions by providing a redline version of the contract terms, which the State may accept or reject at its discretion. The Standard Terms and Conditions referenced in the solicitation are available on the Illinois CPO website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html. By executing this bid form, the authorized representative of the bidding entity submits a binding offer to perform in full compliance with all requirements outlined in the subject solicitation.
