About this file

This Addendum No. 1 to IFB J26321 is issued by the State of Hawaii Judiciary on behalf of Hawaii County's Third Circuit Court for a wireless internet network installation at the Hilo Courthouse located at 777 Kilauea Avenue. The procurement encompasses three sequential phases: Phase 1 involves installation of Category 6A plenum-rated cabling infrastructure connecting six intermediate distribution frames (IDFs) to wireless access points with fiber optic connections and patch panels; Phase 2 requires deployment of managed PoE++ Layer 2 switches, Wi-Fi 7 (802.11be) managed wireless access points, network security appliances with dedicated VLAN isolation, enterprise captive portal capabilities, client isolation features, and UPS backup systems; and Phase 3 includes wireless site surveys with heatmapping analysis, comprehensive testing and certification, and initiation of 60-month managed services. A mandatory pre-offer meeting and site visit is required on May 11, 2026, at 10:00 a.m., with attendance required for bid eligibility. Written questions are due May 14, 2026, at 12:00 p.m. Hawaii Standard Time, and sealed bids are due May 22, 2026, at 12:00 p.m. HST through the Hawaii Electronic Procurement System. The contract term begins June 22, 2026, and continues for twelve months through June 21, 2027, with four optional twelve-month renewal periods available with a maximum 5% price increase per renewal period.

Bidders must submit lump-sum pricing separated by phase and include annual managed services costs for the first year, with award made to the responsive and responsible offeror submitting the lowest total bid amount. Bidders must demonstrate a minimum of three consecutive years of enterprise Wi-Fi network design, installation, configuration, and management experience and provide at least three references from government, educational, or institutional clients for similar projects. No specific set-aside designations or restrictions limit eligible respondents, though statutory preferences apply to both taxpayer preference and Hawaii products preference. Contractors must obtain compliance certificates addressing Hawaii tax clearance, unemployment insurance, worker's compensation, temporary disability insurance, prepaid health care, and general business standing prior to contract execution, and must maintain comprehensive insurance including $1,000,000 commercial general liability per occurrence, $1,000,000 automobile liability, and statutory worker's compensation with $100,000 employer's liability limits. The Judiciary will impose a mandatory 0.75% transaction fee not to exceed $5,000 for the total contract term, administered by Hawaii Information Consortium, LLC dba Tyler Hawaii. Offerors may subcontract portions of work with prior written approval from the Officer-in-Charge, Michal Popadic, but remain fully liable and responsible for all work performed.
