About this file
This is an Invitation for Bids (IFB-HQ2025) issued by the New York State Police (NYSP) Aviation Unit for Aviation Parts, Repairs, and Maintenance on Airbus Helicopters (Lot 1) and Kodiak Airplanes (Lot 2). The solicitation seeks appropriately qualified vendors to provide various aircraft parts, repairs, and maintenance services, including engine parts, airframe parts, avionics parts, instrument parts, accessories, and related inspection and maintenance services. The contract period is five years, with a bid due date of November 12, 2025 at 3:30 PM EST. Bidders are not required to bid on both lots, and the NYSP intends to create a call-down list based on vendor rankings for each category of services.
The bid pricing will be structured as a discount off manufacturer's list prices, with different evaluation methods for parts and services. For categories 1-4 (parts), vendors will be ranked by highest discount offered. For categories 5-9 (services), a weighted scoring method will be used, applying 35% to parts discount, 20% to hourly labor rate, and 45% to the distance from the vendor's service center to Albany. Vendors who are not approved Authorized Service Centers at the time of bid opening will not be utilized for categories 5-9 until they provide documentation. The contract will be an estimated quantities contract, meaning actual payment will be based on parts and services actually provided. Pricing for labor may be adjusted annually based on the Consumer Price Index, with increases not to exceed 3%.
