About this file
This document is a Bid Cost Proposal (IFB-HQ2025 Attachment 1) for the New York State Police (NYSP) soliciting maintenance and parts services for two specific aircraft: an Airbus and a Kodiak. The invitation for bid (IFB) covers multiple service categories including parts procurement, installations, inspections, and maintenance for engine, airframe, avionics, and instrument components. Bidders are invited to submit pricing for both lots, with the ability to bid on either or both aircraft types, and are required to provide percentage discounts off manufacturer's list prices, subcontracting markup percentages, and hourly labor rates for various service categories.
The pricing structure requires bidders to submit fixed, singular percentage discounts for parts and markup percentages between 0-10% for subcontracted services, with labor rates to be specified for different maintenance categories. All pricing must include comprehensive costs covering licenses, insurance, administrative expenses, customs, tariffs, duties, shipping, and ancillary costs, with only freight charges potentially added separately with documentation. The bid emphasizes compliance with Federal Aviation Regulations (FARs) and manufacturer certification requirements, mandating that bidders submit FAA certificates and licenses with their proposal. Pricing is to be F.O.B. (Free On Board), and discounts are guaranteed to remain firm for the full contract term.

1. NAUTICAL MILES:
Please enter the nautical miles between your service center location and the Albany airport.
2 PARTS:
Bidders shall offer a percentage discount off of manufacturer’s list prices. Pricing of parts for NYSP installation and parts for Contractor installation shall be supplied at this discount from the manufacturer’s current catalog/ price list at the time the NYSP places the order. The discount shall apply to any and all manufacturers’ price lists for parts covered in each category. Do NOT bid multiple discounts or a range of discounts – bid only ONE discount per category.
3 SUBCONTRACTING:
Bidders shall list a percentage markup for subcontracted parts and services. Subcontracting Markup Percentages can range from 0-10%, but cannot exceed 10%. Do NOT bid multiple percentage markups - bid only ONE markup per item. This markup is for informational purposes and will not be considered during the ranking process.
4 LABOR:
Bidders shall list their hourly rate to provide the service for categories 6 through 10. All logbook entries, record research, and/or any other form of documentation associated with maintenance performance will be “no charge” unless prior permission is obtained for the NYSP. Do NOT bid multiple labor rates or a range of rates – bid only ONE labor rate per category item.
5 A bidder may bid on any or all categories in the IFB. Prices bid for one category have no effect on awards for other categories. Therefore, do not combine items or offer alternate pricing for multiple category awards.
Prior to award, the successful bidders will submit complete manufacturers' pricing/catalogs, for each lot they are awarded, as required under §4.4.10.b of IFB-HQ2025, for use by the NYSP at no additional cost to the NYSP.
The bidder’s signature on the attached Bid Cost pages guarantees all price list discounts to be firm for the full term of the contract. See §3.3 of IFB-HQ2025 regarding labor rates.
The bidder’s signature on the Bid Proposal Certification page of the IFB certifies and guarantees that all service, parts, equipment, materials, and installation practices comply with all Federal Aviation Regulations (FARs) and manufacturer’s licensing/certification agreements that apply to the items included in the bid.
Bidders are to submit copies of all required FAA certificates and/or licenses with their bid as detailed in §§4.4.2-4.4.4 of IFB-HQ2025.
