About this file

This is an Invitation for Bid (IFB) solicitation document issued by the Texas Health and Human Services Commission (HHS) for canopy installations and related services at the San Antonio State Hospital facility located in HHS Region 8. The project involves the procurement and installation of multiple canopy structures, including one 30' x 43' four-post hip canopy, one 14' x 14' cantilever umbrella canopy, and eight 18' x 18' cantilever umbrella canopies, all with a specified 10-foot height. Frame color and netting specifications are to be determined. The contractor shall ensure proper drainage and no obstruction to existing utilities at the service location. The anticipated start date is upon award, with performance requirements limited to Monday through Friday operations between 8 a.m. and 5 p.m. Central Time, with a mandatory four-hour response time for service calls unless extended by the HHS Agency Contract Manager.

Services performed outside regular business hours require prior written approval from the HHS Agency Contract Manager and shall be invoiced at the designated outside regular business hours rate. HHS reserves the right to change, consolidate, delete, or add service locations with 30 days' advance written notice. The contractor must not interfere with normal business operations at the service location. Pricing terms are outlined in Exhibit C - Pricing Sheet, with separate rate structures for regular business hours and outside regular business hours services. The document was revised on 02/04/2026 and indicates Version 2.00, suggesting this is an amended solicitation reflecting updated canopy quantities and specifications from an earlier addendum.
