About this file

This is Addendum B to an Invitation for Bids (IFB D27-059) issued by the Hawaii State Department of Education's Procurement and Contracts Branch on September 23, 2026, for recurring maintenance and repair services for exhaust and ventilating fans at facilities on the Island of Oahu. The addendum corrects page numbering in the Specifications section of the original solicitation. The scope of work encompasses semi-annual maintenance and repairs for rooftop-mounted fans, kitchen exhaust fans, air curtains, high-access gym exhaust fans, equipment room fans, machine room fans, and bathroom exhaust fans across Department of Education schools and offices. Services include cleaning fan wheels and housings, washing intake and exhaust grilles, lubricating motors and bearings, checking belt wear and tension, replacing air filters, inspecting dampers and electrical connections, and sealing roof leaks. Bids are due September 29, 2026, at 4:30 p.m. Hawaii Standard Time through the State of Hawaii eProcurement System (HIePRO). The contract term runs from January 1, 2027, through December 31, 2027, with options to extend for up to three additional twelve-month periods upon mutual written agreement. Award will be made to the responsive, responsible offeror submitting the lowest total bid price within sixty calendar days after bid closure.

Contractors must hold a current valid Hawaii Contractor C-52 license, demonstrate a minimum of five years of experience in exhaust and ventilating fan maintenance and repairs, and maintain an office and service facility on Oahu with at least six qualified HVAC certified Journeyman Technicians possessing minimum five years of field experience. Bid pricing includes an annual price for recurring maintenance (Item 1) and an hourly labor rate for authorized extra work and as-needed services (Item 2), with 1,000 hours estimated for such work. Replaced mechanical parts and components are compensated separately at supplier invoice price plus a markup not exceeding thirty percent. All labor, materials, parts, tools, lubricants, refrigerant, equipment, and transportation must be included in the bid price. Required insurance includes commercial general liability of $2 million aggregate and $1 million per occurrence, and automobile liability insurance of $1 million per accident. The minimum prevailing wage rate for comparable State positions is $36.40 per hour as of July 1, 2026. Offerors must submit Exhibit A documentation within three working days of state request, including designated points of contact and at least three professional references from companies or government agencies.
