About this file
This document is a Level 2 Health, Safety, and Environmental (HSE) Specifications exhibit for IFB 260554 issued by the Orange County Transportation Authority (OCTA) for an Overhead Door & Gate Maintenance, Service, and Repairs contract. The specifications establish comprehensive health, safety, and environmental compliance requirements that apply to all contractors, subcontractors, suppliers, and employees performing work on Authority property, including bus yards and rail facilities. The contractor must comply with all applicable OCTA HSEC requirements, project site requirements, and relevant safety rules. Failure to meet these standards, including repeated unsafe acts, serious violations, or noncompliance with specifications, may result in corrective action ranging from suspension of work and site removal to contract termination at OCTA's sole discretion.
The specifications require contractors to designate a qualified Health and Safety Representative and conduct hazard evaluations prior to any work activity, with documented findings. Contractors bear primary responsibility for identifying and correcting all health, safety, and environmental hazards affecting their employees, subcontractors, and the public. All incidents—including property damage, recordable injuries, environmental incidents, and regulatory agency inspections—must be reported immediately to OCTA's designated representative, with written preliminary reports submitted within 24 hours. The contractor must provide all necessary tools, equipment, and safety protective devices and ensure employees and subcontractors receive instruction in hazard identification and mitigation relevant to their assigned work. Additionally, contractors must comply with all federal, state, county, and local environmental laws governing noise, air quality, water quality, storm water, hazardous materials, and waste handling and disposal.
