Summary of IFB_260554_Exhibit_A_SOW_with_attachments.pdf

This Scope of Work document outlines the overhead door and gate maintenance, service, and repair requirements for the Orange County Transportation Authority (OCTA) in California under a three-year contract term. The services encompass preventive maintenance, emergency repairs, and general upkeep of overhead doors and gates across OCTA facilities. The contract carries a total budget of $340,101 for the three-year period and is subject to prevailing wage requirements. The statement of work specifies performance standards, response times for service calls, and maintenance schedules that contractors must meet throughout the contract duration.

The contract requires licensed contractors to submit quotes demonstrating their qualifications and experience in overhead door and gate systems. This is a prevailing wage contract, indicating that all work performed must comply with applicable prevailing wage rates as determined by federal and state regulations. Contractors must be prepared to provide services across multiple OCTA locations and maintain equipment in operational condition according to manufacturer specifications and industry standards. The solicitation seeks qualified vendors capable of managing both routine maintenance activities and emergency repair situations to ensure continuity of operations at OCTA facilities.

Services shall include welding and metal fabrication repairs as necessary to restore equipment to safe and proper operating condition.

All work shall be performed in accordance with applicable federal, state, and local laws, regulations, manufacturer recommendations, and recognized industry standards, including, but not limited to, National Fire Protection Association (NFPA) 80 and the requirements of the Authority Having Jurisdiction (AHJ), where applicable.

2. CONTRACTOR LICENSES

Contractor shall ensure that all electrical, mechanical, welding, and metal fabrication repairs are performed by personnel or approved subcontractors possessing the appropriate qualifications and licenses required for the work performed. Any subcontractor utilized to perform services under this Contract shall be subject to prior approval by OCTA and shall comply with all applicable Contract requirements, including prevailing wage requirements.

3. PREVAILING WAGES

Contractor shall comply with all applicable provisions of Division 2, Part 7 of the California Labor Code relating to prevailing wages, including all applicable federal prevailing wage requirements when required. Where federal and state prevailing wage rates differ for similar classifications, Contractor shall pay the higher applicable wage rate.

Contractor shall ensure that all personnel, including subcontractors, are compensated in accordance with the applicable prevailing wage determinations issued by the California Department of Industrial Relations (DIR) for the classification of work actually performed.

4. OC STREETCAR SAFETY TRAINING

OCTA shall provide the required OC Streetcar Roadway Worker Program training for Contractor personnel assigned to work within the OC Streetcar Maintenance and Storage Facility (MSF) or other designated Streetcar operational areas. Contractor personnel must complete the training and renew it annually. Contractor personnel shall successfully complete all required training prior to performing work unless escorted by authorized OCTA personnel. Training requirements are outlined in Appendix B – OC Streetcar Yard & Maintenance Storage Facility Safety Awareness Guide.

5. SCOPE OF SERVICES

Contractor shall provide inspection, testing, maintenance, service, repair, adjustment, and replacement of components associated with OCTA's overhead doors, roll-up doors, fire doors, folding bay doors, gates, and security gates identified in Appendix A – Overhead Door & Gate Listing, on an as-needed basis as requested by OCTA. Services shall be performed only upon request or authorization by OCTA.

Welding and metal fabrication repairs may be required independently or in conjunction with electrical or mechanical repairs.

Welding and metal fabrication repairs may be performed by Contractor personnel or approved subcontractors. Welding and metal fabrication labor shall be billed at the applicable hourly rates established in Exhibit B. Contractor shall provide a written estimate identifying the proposed repairs, anticipated labor hours, materials, and associated costs for OCTA approval prior to commencing work. Welding materials and replacement components shall be billed in accordance with the applicable parts and materials pricing provisions of Exhibit B.

When, in Contractor's opinion, equipment is no longer economical to repair or replacement of the equipment is recommended in lieu of repair, Contractor shall notify OCTA and provide its recommendation prior to proceeding with the repair unless otherwise directed by

OCTA.

Fire doors shall be inspected and tested annually in accordance with NFPA 80 and the requirements of the Authority Having Jurisdiction (AHJ), where applicable. Contractor shall provide written inspection reports identifying any deficiencies and recommended corrective actions.

Unless otherwise approved by OCTA, all replacement parts furnished under this Contract shall be new. The use of remanufactured, refurbished, rebuilt, or otherwise reconditioned parts shall require prior written approval from OCTA and may only be considered when new replacement parts are no longer manufactured, unavailable, or when OCTA determines their use to be in its best interest.

6. SCHEDULING, COORDINATION, AND SERVICE DOCUMENTATION

Unless otherwise directed by OCTA, Contractor shall provide an on-site response to non-emergency service requests within forty-eight (48) hours of notification, during OCTA's Regular Work Hours as defined in the Price Summary. Emergency service requests, as determined by OCTA, shall receive an on-site response within eight (8) hours of notification unless otherwise directed by OCTA.

Upon completion of each service visit, Contractor shall provide a written service report describing the work performed, equipment serviced, deficiencies identified, parts replaced, and recommendations for additional repairs, if applicable. Service reports shall be submitted to the Facilities Maintenance Supervisor or designee upon completion of the service visit unless otherwise directed by OCTA.

Contractor shall be responsible for the repair or replacement of any OCTA equipment or property damaged as a result of Contractor's operations.

7. FINAL INSPECTION

All work performed under this Contract shall be reviewed and accepted by the Facilities Maintenance Supervisor or designee prior to Contractor leaving the work site.

Upon completion of each service visit, Contractor shall complete the Verification of Work form (Attachment A) and submit it to the Facilities Maintenance Supervisor or designee for review and signature. The Verification of Work form shall document, at a minimum, the applicable contract number, facility location, OCTA work order number, description of work performed, labor classification and hours worked by each personnel on-site, date of service, and any additional comments or observations related to the work completed.

The signed Verification of Work form shall accompany Contractor's invoice. Failure to submit a completed Verification of Work form may result in delayed processing or non-payment of the associated invoice.

8. WARRANTY

Contractor shall warrant all labor and materials furnished under this Contract for a minimum period of one (1) year from the date of acceptance by OCTA or the manufacturer's standard warranty, whichever is greater.

Contractor shall correct any defects in workmanship or materials at no additional cost to OCTA. Warranty repairs shall begin within forty-eight (48) hours of notification unless otherwise approved by OCTA.
