About this file
This document is a Small Business Preference submittal form from the City of Austin, Texas, applicable to the procurement of chemicals for maintaining and calibrating Hydrolab and In-Situ Sondes used in water quality monitoring. The form provides instructions for offerors to voluntarily identify themselves as recognized Small Businesses to participate in the City's Small Business Preference Procurement Program. Offerors meeting specified criteria are encouraged to complete and submit the form with their offer, though participation is optional. The program offers full preference incentives to Small Business Primes and partial preference to offerors that are not Small Businesses themselves but include one or more Small Business subcontractors, provided that combined Small Business subcontracting values meet or exceed 5% of the total contract amount.
The City of Austin defines Small Businesses as any person or corporate entity holding a recognized certification that includes compliance with the U.S. Small Business Administration's Small Business Size Standard. Offerors must identify which specific certifications they hold and provide certification details including name, acronym, number, and expiration date. The City reserves the right to request additional information to confirm certifications by contacting the certifying entity directly. The document specifies severe consequences for misrepresentation, including potential withholding of preference incentives, disqualification from contract award if intentional fraud is determined, and contract voidance if misrepresentation is discovered after award. Offerors that are not Small Businesses but intend to use Small Business subcontractors must complete an attached Subcontracting Plan with no specific MBE/WBE goals referenced in this submittal form.
