Addendum No. 1 to IFB 5000 BRS1080: Citywide Office Moving & Relocation Services
This is Addendum No. 1 to the City of Austin's Invitation for Bid (IFB 5000 BRS1080) for citywide office moving and relocation services, issued by Austin Financial Services on October 2, 2026. The addendum addresses 18 questions submitted by prospective bidders regarding service delivery, pricing structure, and contractor qualifications. Key clarifications include that crate rentals are priced per move, drop-off and pick-up time is billable at hourly rates, drivers must be appropriately licensed for the commercial vehicles they operate (not necessarily requiring a CDL), and storage pricing should be quoted per vault per day. The City does not have set expectations for storage volume or duration, as moves vary in scale and typically involve direct transfers between buildings. The 2-hour minimum applies per move rather than per crew member, and emergency services are defined as those with less than 24-hours' notice. The addendum confirms that the City will only consider the experience of the awarded contractor (not subcontractors), that pricing must be based on contractual prices for each service and good (not case-by-case), and that moves are scheduled on an as-needed basis with varying sizes throughout the year.
The addendum updates both the Solicitation's Price Sheet and Terms and Conditions to reflect these clarifications while maintaining all other existing contract terms. Prospective bidders are required to acknowledge receipt of this addendum by the bid submission deadline of October 20, 2026 at 2:00 PM CT, with written questions due by October 9, 2026 at 5:00 PM CT. The contract is fixed-price for the initial 24 months with potential economic price adjustments thereafter, subject to a minimum living wage requirement of $22.15 per hour for all contractor employees and subcontractors. Local and small-business preferences apply to offers up to $500,000, with smaller discounts available for larger contract values.

1.0 Questions:
Q1. How are the crate rentals priced?

A2. The amount of time the crates can remain at the City site before pickup will be decided between the Contractor and City coordinator when planning each move.
Q3. Is time spent dropping off and picking up crates / equipment at City facilities billable at the hourly rate?
A3. Yes.
Q4. Are permit fees for large or specialized moves reimbursed at cost, or must they be included in the hourly rate?
A4. Please see Special Instructions on the Price Sheet.
Q5. In reference to section 3.2.4, does “licensed and trained to drive commercial vehicles “mean there is a requirement for the drivers to hold a

A5. It means the drivers should be appropriately licensed to drive whichever commercial vehicles used while providing services to the City.
Q6. What storage volume, typical duration and unit of measure does the City expect?
A6. The City doesn’t have a set expectation on storage volume as some moves are large scaled and some are small.
