About this file

This is a Level 2 Health, Safety, and Environmental Specifications exhibit for Invitation for Bid (IFB) 260542 issued by the Orange County Transportation Authority (OCTA) for test and operation gases for CNG buses and facilities. The specification document establishes mandatory health, safety, and environmental compliance requirements that apply to all contractors, subcontractors, suppliers, and employees performing work on OCTA property. The contractor must develop and implement regulatory programs compliant with federal, state, and local requirements, designate a qualified Health and Safety Representative, and conduct hazard evaluations prior to beginning any work activity. All employees and subcontractors must receive instruction on hazard identification and mitigation relevant to their assigned work. The Authority reserves the right to suspend work, remove personnel from the site, or terminate the contract for repeated unsafe acts, serious safety violations, or noncompliance with these specifications.

The contractor bears primary responsibility for identifying, preventing, and correcting all health, safety, and environmental hazards associated with its work. Incident notification must be made immediately to the Authority's designated representative for any property damage, recordable injuries or illnesses, environmental incidents, or regulatory agency inspections. Verbal notification must be followed by a written preliminary incident report within 24 hours, with serious incidents requiring formal investigation and review. The contractor must provide all necessary tools, equipment, and safety protective devices and comply with all federal, state, county, municipal, and local environmental laws governing noise, air quality, water quality, stormwater, hazardous materials, contaminated soils, and cultural or archaeological resources. The specification acknowledges that these requirements are not all-inclusive of potential hazards and places full responsibility on the contractor for developing comprehensive safety and environmental compliance programs throughout the contract term.
