About this file

This is a Safety Specifications exhibit document for the Orange County Transportation Authority (OCTA) graffiti removal and abatement services contract. The document establishes comprehensive safety requirements and specifications that contractors must comply with when performing graffiti removal services across OCTA facilities and right-of-way areas. The specifications cover worker safety protocols, equipment requirements, hazardous material handling procedures, and site safety standards to ensure that all personnel involved in the removal and abatement activities operate under established safety guidelines. Contractors are required to adhere to all applicable California Occupational Safety and Health (Cal-OSHA) regulations, federal safety standards, and industry best practices throughout the contract term.

The safety specifications detail mandatory protective equipment, training certifications, and incident reporting procedures that bidders must incorporate into their operational plans. Key requirements include proper personal protective equipment (PPE) for workers, chemical safety protocols for graffiti removal agents, surface preparation and containment procedures to prevent environmental contamination, and traffic control measures for work conducted near active transportation corridors. Contractors must demonstrate liability insurance coverage, worker compensation compliance, and documented safety training for all personnel. The specifications ensure that the graffiti removal services meet safety standards while protecting workers, the public, OCTA assets, and the surrounding environment throughout the one-year contract period valued at $100,000.
