About this file
This document contains bid submission instructions for IFB 260533 issued by the Orange County Transportation Authority (Authority) for graffiti removal and abatement services in California. The Invitation for Bid (IFB) requires qualified contractors to submit firm-fixed pricing for services outlined in the associated Scope of Work (Exhibit A). The contract term is one year with a total budget of $100,000, and this is designated as a Prevailing Wage contract. Bidders must complete Section IV of the Bid Package by electronically entering unit prices for each line item, with all required fields mandatory to avoid non-responsive determinations.
Pricing submitted must be firm-fixed for the entire contract term and incorporate all direct costs, indirect costs, freight, and profit. The Authority will automatically extend all price decreases to its account, while price increases are prohibited during the contract term unless the contractor provides bona fide proof of cost increases with a minimum of ninety days advance written notice, and no retroactive adjustments will be considered. Contractors must guarantee that quoted prices are equal to or less than prices quoted to any other local, state, or federal government entity for services of equal or lesser scope. The net dollar amount of profit must remain firm throughout the Blanket Purchase Order period, with no adjustments increasing contractor profit permitted.
