SCOPE OF WORK

GRAFFITI REMOVAL AND ABATEMENT SERVICES

1.0 GENERAL REQUIREMENTS

The Orange County Transportation Authority (OCTA) requires a qualified Contractor to provide as-needed graffiti removal and abatement services at OCTA-owned and operated facilities throughout Orange County. The purpose of this Contract is to maintain a clean, safe, and professional public environment and to deter the recurrence of graffiti and vandalism.

Contractor shall furnish all labor, supervision, equipment, tools, materials, water, transportation, documentation, and incidentals necessary to perform the services described herein. Services shall include the complete removal, abatement, or concealment of graffiti and illegal street art using methods appropriate to the surface type and site conditions. All treated surfaces shall be restored to a uniform and aesthetically acceptable condition, free of ghosting, staining, or visible remnants of prior graffiti.

Work shall be performed on an on-call, as-needed basis and shall be coordinated through OCTA’s Facilities Maintenance Section Manager or designee. Work authorization and scheduling shall be issued by OCTA Facilities Maintenance.

2.0 SCOPE OF SERVICES

Contractor shall provide graffiti removal and abatement services for both interior and exterior surfaces. Contractor shall evaluate field conditions prior to performing the work and shall select removal methods that effectively eliminate graffiti while minimizing damage to underlying substrates.

Services shall include, but are not limited to, paint cover-up, anti-graffiti coating application and removal, chemical removal, pressure washing, sand blasting or media blasting, color matching for interior and exterior surfaces, and specialty cleaning of glass, signage, metals, plastics, and similar materials. Methods may include painting (cover-up), chemical removal, pressure washing, blasting, or color matching restoration, as appropriate to the surface condition. OCTA will determine the appropriate method and corresponding pay item based on field conditions.

Graffiti removal shall be performed in a manner that prevents outlining or shadowing of graffiti patterns. Paint applications shall be blended and feathered to match adjacent surfaces. All work shall result in a consistent, uniform appearance acceptable to OCTA.

Services may be required on surfaces including, but not limited to, concrete, masonry, cinder block, asphalt, sidewalks, curbs, wood, plaster, drywall, tile and tiled surfaces, painted surfaces, metal surfaces, signage, doors, railings, fences, and related infrastructure.

Payment for services shall be made in accordance with the unit prices set forth in

Exhibit B, Price Summary Sheet. Work performed shall be categorized under the appropriate bid item, as determined by OCTA.

2.1 PAINT COVER-UP STANDARDS

For paint cover-up work, Contractor shall apply coatings to the minimum rectangular area necessary to fully conceal the graffiti. All edges shall be feathered and blended to match surrounding surfaces. Partial or spot painting that results in visible outlining, shadowing, or ghosting of graffiti shall not be acceptable. The area of paint application shall be sufficient to achieve a uniform finish consistent with adjacent surfaces.
