About this file
This is a Notice of Intent to Award issued by the Kissimmee Utility Authority (KUA) for Invitation for Bid 26-038-JG for the Simpson Road Relocation Project involving tubular steel transmission poles. The project required the supply of three custom transmission structures (Structure Numbers 26337, 26342, and 26339), each 85 feet in overall length with specified pier embedment depths. Bids closed on June 30, 2026, with a public bid opening held virtually via Zoom, and four bidders submitted responses: American Wire Group LLC, TAPP Inc, Gresco Utility Supply, and Superior Power Products LLC. The notice, dated August 24, 2026, announces the intent to award the contract to Gresco Utility Supply as the apparent successful bidder. Bidders were required to confirm delivery capability by June 1, 2027, or provide lead time information in weeks, and the successful bidder must furnish a 100% performance bond within ten days of notification of bid acceptance. The contract is a one-time purchase with renewal periods at KUA's discretion.
Pricing was on a fixed-price basis with unit prices and extended totals required for each structure, plus separate freight pricing on FOB destination terms. All costs must be inclusive of labor, supervision, planning, scheduling, overhead, profit, materials, supplies, equipment, tools, mobilization and demobilization, travel, handling, fuel, power, assessments, fees, tariffs, and taxes. The estimated contract value ranges from $250,000 to $500,000 per Service Tier B classification. Bidders were permitted to propose tariff adjustment mechanisms with documented caps on increases and refund provisions if tariffs decline. The award was made to the lowest responsive and responsible bidder whose bid conforms to solicitation requirements and is most advantageous to KUA, considering price, quality, experience, financial capability, and other evaluation factors. Potential FEMA reimbursement applies in the event of a federally declared disaster. This Notice of Intent is subject to final approval by the KUA Board of Directors and does not constitute the formation of a contract until executed; KUA reserves the right to cancel the notice prior to contract execution and to revoke the award if the apparent successful bidder fails to accept and execute the contract. Interested parties adversely affected by the award decision have 72 hours (excluding weekends and legal holidays) to file a written protest with the Vice President of Finance and Administration.
