IFB 260151: Proposition 411 C.O.T. Military Plaza Area Mill & Fill Special Provisions

This Special Provisions document, issued by the City of Tucson, Arizona Department of Transportation and Mobility, establishes detailed technical and administrative requirements for the Military Plaza neighborhood street resurfacing project. The project encompasses comprehensive mill and fill operations across approximately 183,650 square yards of residential roadways bounded by Stone Avenue, Toole Avenue, Broadway Boulevard, and 18th Street. The scope includes removal of existing bituminous pavement through milling, roadway grading and preparation, placement of 2 inches of PAG Mix #2 (Low Volume) asphalt with PG 76-22TR+ binder, construction of 200 curb access ramps with detectable warning surfaces (truncated domes), installation of 12 speed humps, and associated traffic control and striping work. The contractor must complete all work, including permanent striping, within 180 consecutive calendar days from the notice to proceed. A mandatory pre-construction meeting must be held within 30 days of notice of award, at which the city will issue the formal notice to proceed. The project is identified as IFB 260151 with bids due January 13, 2026, at 2:00 p.m. Arizona time, and a mandatory pre-bid meeting scheduled for December 17, 2025, at 10:00 a.m. via Microsoft Teams.

The project is funded through Proposition 411 with federal ARPA funding sources, establishing a 4 percent Small Business Enterprise (SBE) participation goal with subcontractors limited to firms certified by the City of Tucson. The estimated project cost ranges between $5,000,000 and $10,000,000, requiring bid bonds of 10 percent of total bid amount and performance and payment bonds each at 100 percent of contract price. Contractors must maintain comprehensive general liability insurance of $1,000,000 per occurrence with $2,000,000 general aggregate. The project includes HUD Section 3 workforce requirements mandating that 25 percent of labor hours be performed by Section 3 workers. The specifications reference compliance with Pima Association of Governments Standard Specifications (2015 Edition), Arizona Department of Transportation standards (2021 Edition), City of Tucson standards, and ADA requirements. The contractor assumes responsibility for quality control measures, erosion control, utility coordination with Tucson Water and Southwest Gas, traffic management, resident notifications, and preservation of historic elements including concrete stamps and railroad tracks. Payment adjustments apply for deficiencies in asphalt mixture properties and compaction based on established penalty schedules, with maximum reductions of $5.00 per ton for unacceptable materials that remain in place pending engineering analysis.
