About this file

This is a Purchasing Memorandum issued by the Office of the New York State Attorney General announcing an extension of the question-and-answer posting deadline for Invitation for Bid (IFB) 26-003 for audiovisual equipment, installation, and integration services. The project involves procurement of audiovisual systems for four conference rooms on the 22nd floor of the OAG's NYC facility at 28 Liberty Street. The scope includes design, procurement, installation, programming, and three-year warranty and maintenance services for two 12-14 person video conference rooms equipped with 86-inch LG Create Boards, Poly Studio X72 video bars, Poly Touch 10 controllers, and Poly Studio E60 cameras, and two 8-person conference rooms equipped with 65-inch Neat Board Pro displays and Neat Pad controllers. All rooms require ceiling-mounted PTZ cameras, microphone systems, cable management, resident mini-PCs, wireless peripherals, and Extron control processors with DSP programming. The original question deadline was August 18, 2026 at 4:00 PM EST, with answers initially scheduled for August 25, 2026 by 4:00 PM EST; however, this memorandum postpones the answer posting to Thursday, August 27, 2026 by 3:30 PM. Proposals are due September 4, 2026 by 4:00 PM EST. The awarded contractor must complete all systems and achieve operational status within 60 days of contract award, with the contract term comprising three years of warranty and maintenance services, followed by two optional one-year renewal periods at the OAG's discretion.

Pricing is fixed for the entire contract term; price escalation requests require industry-wide substantiation and New York State Comptroller approval. Bidders must have a minimum of seven years' experience on similar-sized projects and carry AVIXA Certifications (CTS, CTS-I, CTS-D), Poly and Neat partner certifications, and Extron Control Professional (ECP) certification with DSP Factory Training. Submissions must include three professional references, a completed Bid Response Cover Page signed by an authorized officer, and a Financial Response Form with detailed labor breakdowns, equipment pricing, shipping costs, and 15 percent contingency line items for all years. Previous contractors awarded identical or substantially similar work include RTS Solutionz, ePlus Technology Inc., and JVN Systems Inc. Bidders must be registered with the New York State Vendor File and comply with all applicable state procurement lobbying, sales tax, and workplace policy certifications. Questions and answers are submitted and posted via the OAG website at http://www.ag.ny.gov/budgetfiscal/procurement and emailed to all solicitation recipients.
