This is an Invitation for Bid (IFB) issued by the Washington Convention and Sports Authority, operating as Events DC, a District of Columbia government entity, soliciting qualified contractors to provide generator service and maintenance at the Walter E. Washington Convention Center and other Events DC-owned or managed facilities. The scope of work encompasses four primary tasks: annual Title V Operating Permit performance testing on four 1000 KW Mitsubishi diesel generators, annual tuning and maintenance on four Mitsubishi generators and one 100 KW Onan generator, preparation of deficiency reports identifying needed repairs with cost estimates, and on-call repair and maintenance services on a time-and-materials basis. The IFB was released April 16, 2026, with a mandatory pre-proposal site visit scheduled for April 23, 2026, at 11:00 AM EST at the Convention Center's West Mezzanine Lobby (limited to three representatives per bidder). Written questions must be submitted by May 1, 2026, at 5:00 PM, and sealed bids are due May 16, 2026, at 5:00 PM via the Events DC e-procurement system. The contract base term runs October 1, 2026, through September 30, 2027, with four optional one-year renewal periods.

Bidders must possess ten years of experience servicing the specified equipment (Steuler Catalyst NOx Reduction Systems, Siemens automatic transfer switches, and Cutler Hammer breakers) and maintain at least two full-time technicians with five years of experience each; bidders must be authorized dealers of Steuler and Mitsubishi generators and provide three customer reference letters demonstrating satisfactory performance. Tasks 1-3 require fixed-price quotations, while Task 4 (on-call service) requires time-and-materials pricing; all pricing must be provided for the base year and all four option years. Events DC will evaluate responses based on lowest aggregate overall price across the contract life, with up to twelve preference points available for certified District-based businesses (small business enterprise, resident-owned business, longtime resident business, local business enterprise, disadvantaged business enterprise, veteran-owned business, and equity impact enterprise classifications). The contractor must be bonded and licensed in the District of Columbia, provide warranty of one year for materials and 90 days for labor, and maintain all required District, federal, and state licenses. Response time requirements include 12-hour emergency service call response and 48-hour non-emergency response, with all parts deliverable within five business days of order.
