About this file
This is a Notice of Intent to Award issued by the Kissimmee Utility Authority (KUA) Procurement Division for Invitation for Bid (IFB 25-063-JG) regarding a mill and repave project of the Transformer & Wire Storage area located at 2850 N. John Young Parkway in Kissimmee, Florida. The project scope encompasses comprehensive asphalt resurfacing, including full milling of the existing surface to a 2-inch depth, debris removal, subgrade inspection and preparation, and new asphalt installation. The solicitation was issued on July 31, 2025, with a mandatory pre-bid conference scheduled for August 13, 2025, at 9:00 AM on-site. Questions were due by August 19, 2025, and final bids were due by August 26, 2025, at 2:00 PM EST. The project is anticipated for completion between September and October 2025, with work permitted during hours of 6:00 AM to 6:00 PM, Monday through Sunday. The Notice of Intent to Award, dated September 2, 2025, identifies Asphalt365 Inc. as the apparent successful bidder. This award is subject to final approval by the KUA Board of Directors and does not constitute formation of a contract until fully executed by KUA.
The project involves three distinct pricing options: Option 1 covering the entire storage area, Option 2 covering the area around rack/pallet sections, and Option 3 focusing only on the area under racks/pallet zones. An additional contingency of 100 tons of asphalt has been requested to address potential low spots and ensure proper water drainage. Bidders were required to be currently conducting business with the general public, possess a minimum of four commercial account references, and hold proper Florida state licensing. The successful bidder must provide insurance coverage appropriate for a Service Tier B project, covering $250,000 to $500,000 per repair or service. The project represents a one-time purchase with potential renewal periods. KUA reserves the right to revoke the award prior to contract execution and proceed to the next lowest, responsive, and responsible bidder, or to reject all bids and re-solicit. Any person adversely affected by the award decision may file a written protest with the Vice President of Finance and Administration within seventy-two hours, excluding Saturdays, Sundays, and legal holidays.
