About this file
This document is an Addendum to the Invitation for Bid (IFB) #24014HM for the Lake Taylor High School Phase 2 HVAC Replacement - Installation Only project in Norfolk, Virginia. The project involves the replacement of HVAC equipment at the high school. The original bid closing date of February 22, 2024 at 2:00pm remains unchanged. The addendum addresses several questions received regarding the project, including contract duration, material escalation costs, patching and repair requirements, furniture/equipment relocation, and safety requirements. It also provides clarification on the presence of asbestos-containing materials and lead-based paint, and confirms that no 3rd party testing will be required.
The project is exempt from sales tax, and the contractor is responsible for carrying any potential material escalation costs. The owner will work with the contractor on unforeseen material delivery delays. All painting and patching work is to be included by the contractor as part of the new HVAC installation. The contractor will be required to relocate and protect existing furniture and equipment as needed. Safety barriers and signs are the responsibility of the contractor. This project is part of the Norfolk City school district's ongoing HVAC replacement efforts at the Lake Taylor High School facility.

IFB #24014HM ADDENDUM #1
IFB TITLE: Lake Taylor HS Phase 2 HVAC Replacement - Installation Only Project
Bid Closing Date: February 22, 2024 2:00pm (UNCHANGED)
The following questions were received with regards to the Solicitation and related documents:
IFB 24004HM, Page 1, Period of Contract is hereby amended as follows: The resulting contract shall be from the date of issuance on the Purchase Order or the Notice to Proceed through September 30, 2024.
1) Question: Due to supply chain issues along with labor shortages, construction material is very volatile at the moment. Please verify if the contractor is to include any additional cost for escalation as the subcontractors do not know until submittals are approved what the actual cost of material will be. If the contractor is to include escalation, please provide a percent that the contractor is to include or please provide an allowance for all material escalation.
Answer: Yes, it is up to the contractor to carry possible escalation cost. It is up to the contractor to determine the percentage or amount that they want to carry.
2) Question: Due to supply chain issues along with labor shortages, delivery of material for construction material can vary widely from system to system. Please verify that if the contractor is not able to get material in time to start the project, the contractor may receive a time extension without the owner accessing liquidated damages for the project. The contractor will not know when the material will be on site until after the submittal process and the order has been placed so there is no way to tell right now what material will be affected, if any.
Answer: The owner will work the Contractor on any unforeseen circumstances regarding material delivery on a case-by-case basis.
3) Question: Please verify that the contractor is not to patch or fill-in any existing holes/gaps that are no indicated on the drawings in the walls, ceilings, roof, etc.. If there are areas that the contractor is to patch or fill, please provide all sizes, locations and material types so the contractor can include the proper cost for these items.
Answer: Majority of cutting and patching is shown on the drawings, however not all might be captured. Additional patching or cutting may be required depending on how the contractor accomplishes the job. Cutting and patching might not be specifically called out where new pipe or duct is shown through an existing wall, therefore should be assumed by the contractor that it will require cutting where new material is shown through existing wall, and patching is required where material is demoed.
4) Question: Please verify that all patching and repairs are shown on the drawings. If there are existing hole, cracks, chips, etc. that need to be repaired and are not shown on the drawings, please provide locations, sizes and counts of each item that the contractor will be required to repair. If this cannot be provided, please provide an allowance that the contractor shall carry in order to account for all patching or repairs.
Answer: If any repairs needed are discovered during construction they will be addressed then.
Contractor is responsible for all patching and repairs as they pertain to demolition and new work.
5) Question: Please verify that the contractor will not be required to remove/relocate/protect any equipment/furniture. If this is required, please provide a list of equipment and location(s) of the equipment/furniture that the contractor is to protect/relocate/remove. If the equipment/furniture is to be relocated, please provide the temporary location of the equipment/furniture. If the contractor is required to store any equipment/furniture, please provide the location that the contractor may place the temporary storage containers.
Answer: Contractor will be required to relocate some furniture out of the way of new work, and they will need to protect all existing furniture and equipment. Most of the work is in corridors and not occupied spaces, so this should be minimal. Furniture list is not available as it is subject to change. Contractor will not be required to store owners equipment/furniture.
6) Question: Please provide all locations of any required safety barriers and signs as required.
Answer: Safety barriers and signs will need to be determined by the contractor, since most work will happen after school is out. Any work done during school session, it will be up to contractor to maintain safety protocols and provide appropriate signs.
7) Question: Under "Documents to submit with Bid", Paragraphs A.,B.,C,D &E appear to be copied from another IFB related to EMTs.
Answer: Section is hereby removed and replaced with Addendum #1 IFB 24014HM.
8) Question: Paragraph 17. Please confirm the project is Sales Tax Exempt.
Answer: Norfolk Public Schools is the agency that has been granted Tax Exempt status as a political subdivision of the Commonwealth of Virginia. This status is not applicable to a vendor providing goods and/or services to the district. The district is able to provide a signed ST-12, Tax Exempt form to vendors upon request.
9) Question: Paragraph 6, Bid Bond duration is 60 days. Give the nature of this Project, 60 days past the bid date may not give the Contractor adequate time to procure, approve, fabricate and deliver products on this Contract in order to make the Substantial Completion date due to material deliveries. Contractor would need to be give authorization to secure materials, through submittal process, with-in 14 days of Proposal submission.
Answer: Bid bond duration of 60 days is standard, and does not have anything to do with submittal and material securement.
10) Question: Please confirm the Owner will be responsible for the Cost related to Builder's Risk
Insurance.
Answer: Norfolk Public Schools has insurance coverage for all of its buildings.
11) Question: Asbestos Containing SprayApplied Acoustical ceiling material is noted to be "IN
VARIOUS CLASSROOMS", is a broad statement which need clarification for two reasons: First, Please provide specific locations, which may impact steel modifications required for reinforcement . This would then require removal. Second, in the same manner above, if ductwork, piping or other infrastructure is required in this space, connections would normally need to be made to support or hang off the structural components requiring removal of the asbestos containing materials.
Answer: RFI 012 identified concern about the locations where asbestos containing acoustical ceiling material may exist within Lake Taylor High School. Asbestos containing acoustical ceiling spray was identified in the AHERA document A provided by Norfolk Public Schools, dated January 2019. The asbestos content of the material was not provided in the Document A. Acoustical ceiling spray, found above ceiling, was not collected and sampled by GER. The hazardous materials inspection report, dated January 5, 2024, identified acoustical ceiling spray within Lake Taylor High School in classrooms 106, 107, 113, 114, 115, and above existing ceilings at the top of stairwells. The AHERA Document A describes the acoustical ceiling spray to exist in classrooms 106, 107, 113, 114, 115, and above existing ceilings at the top of stairwells. The acoustical ceiling spray should be avoided by workers and must be avoided during renovation. The acoustical ceiling spray is classified as ACM friable surfacing material. We observed ACM acoustical ceiling spray at the time of our field investigation, in the areas described in the Document A. This material may be encountered in locations other than the ones described in the AHERA Document A
12) Question: Asbestos Containing Spray Applied Acoustical ceiling material is noted to be "IN
VAROUS CLASSROOMS" is a broad statement which needs clarification as it relates to the removal of the existing Acoustical Ceilings. Some of this material may have fallen off the structure and on to the ceiling tile in place, above the ceiling. This would then render the removal of the Ceiling Tile under Asbestos Removal Conditions and not normal Demolition Conditions. Please advise.
Answer: RFI 013 identified concern about the locations where asbestos containing acoustical ceiling material may exist within Lake Taylor High School. The AHERA Document A Describes the acoustical ceiling spray existing in classrooms 106, 107, 113, 114, 115, and above existing ceilings at the top of stairwells. The acoustical ceiling spray should be avoided by workers and must be avoided during renovation. The acoustical ceiling spray is classified as ACM friable surfacing material. We observed ACM acoustical ceiling spray at the time of our field investigation, in the areas described in the Document A. This material may be encountered in locations other than the ones described in the AHERA Document A. The areas in which the acoustical ceiling spray exists, does not appear to be an area that will be disturbed during Phase II of the HVAC replacement.
13) Question: The Hazardous Material Report tested for Lead/Chromium in exposed places only.
This did not include areas where the steel Reinforcement for the RTU's is scheduled. Is the steel in these, and other locations Lead/Chromium based which would require removal prior to welding/connection operations?
Answer: RFI #14 identified concerns about lead, cadmium, or chromium containing paint on steel roof joists that will be disturbed during RTU replacement. All painted surfaces should be considered to be as lead, cadmium or chromium containing. Sample locations for hazardous materials do not show all the areas the hazardous materials exist. Sampling protocols for lead paint were not a comprehensive, surface-by-surface evaluation, but rather a screening inspection of major painted components, which may contain Lead, Cadmium or Chromium.
Paint on representative materials tested as lead and/or chromium containing. Previously sampled painted components for roof replacement at Lake Taylor High School tested as lead and/or chromium containing. Therefore, as stated in the hazardous materials inspection report, all existing painted surfaces scheduled for renovation/ demolition should be considered lead containing for the purposes of complying with 29 CFR 1926.62 in order to protect workers and the environment.
14) Question: There is a General Note at the bottom of the Structural Drawing indicating
"AFORMENTIONED DRAWINGS WILL BE MADE AVAILABLE TO THE CONTRACTOR UPON
REQUEST". Please provide.
Answer: Existing structural drawings have been uploaded.
15) Question: Please provide the Manufacturer of Roofing which is under warranty.
