About this file
This is Solicitation Addendum No. 2 for Invitation for Bid (IFB) 2200 JRN1038 issued by the City of Austin Financial Services - Central Procurement on February 24, 2026, extending the original solicitation deadline to March 2, 2026, at 2:00 PM. The solicitation seeks annual procurement of 600 tons of powder activated carbon for potable water treatment, compliant with AWWA B600 standards and ANSI/NSF Standard 61 certification, with delivery to three water treatment facilities: Ullrich Water Treatment Plant (up to 20-ton loads), Davis Water Treatment Plant (up to 15-ton loads), and Handcox Water Treatment Plant (up to 20-ton loads). Standard deliveries are required within fourteen calendar days of order placement, with emergency deliveries within twenty-four hours. The contract term is twenty-four months with three optional one-year renewal periods at the City's discretion. A non-mandatory pre-offer meeting was scheduled for February 9, 2026, with written questions originally due by February 13, 2026, at 5:00 PM CT, and sealed bids originally due February 26, 2026, at 2:00 PM CT.
This addendum clarifies pricing requirements through responses to bidder questions, establishing that freight charges must be prepaid and included in the quoted price with no separate line-item invoicing after delivery. Bidders must provide the same per-ton rate for all three delivery locations, with all offers being all-inclusive with no additional administrative costs, overhead, or surcharges. The City will not perform jar testing for performance adjustment purposes and will evaluate bids based on overall low cost or may make multiple awards based on individual line items deemed most advantageous. Small business and local business preference discounts of up to five percent are available, and contractors must comply with the City of Austin's Wage Theft Ordinance and maintain comprehensive insurance coverage with A.M. Best ratings of B+VII or better. Offerors are required to acknowledge receipt of this addendum by returning one signed copy with their bid response prior to the solicitation closing date.
